This is the time when any person may address matters not listed on this

may comment on agenda items when the item is called. Each speaker is  
allowed three minutes.  
5. NEW BUSINESS  
5.1  
ILLICIT MASSAGE ESTABLISHMENTS  
The Police Department and Code Enforcement staff will provide a  
broad overview related to illicit massage establishments in the City of  
Santa Rosa. Police and Code Enforcement staff will highlight their  
collaboration with community-based partners to address the concerns.  
The overview will include investigative practices into the community  
complaints and plans for any future changes. The Code Enforcement  
team will seek feedback to changes on the established city ordinance  
and discuss the process to change the ordinance.

FIRE DEPARTMENT STRATEGIC PLAN  
The Fire Department will provide a review of the strategic planning  
process and the outcomes reflected in the 2024-2029 Strategic Plan.  
This will include an overview of the five strategic goals and the related  
objectives in the new work plan.

7. DEPARTMENT REPORTS  
This time is reserved for City staff to provide a briefing on issues of interest.  
No action will be taken on these matters except to possibly place a particular  
item on a future agenda for consideration.

POLICE DEPARTMENT UPDATE  
Chief Cregan will provide a high-level overview and update on major  
programs, projects, and initiatives as they relate to City Council goals  
and police department operations. An overview will be provided of the  
2023 progress with the inRESPONSE Mental Health Support Team,  
Traffic Enforcement and Safety, and Violence Reduction Efforts.
