The City of Santa Rosa is required by California State Law to prepare an Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (Shortage Plan) every five years to assess the adequacy and reliability of water supplies for current and future needs as well as plan for and detail how the City will respond to various levels of water supply shortage. In late 2018/early 2019, the City, Zero Waste Sonoma, and Renewable Sonoma began negotiations regarding a potential regional organics processing facility proposed to be located on City-owned property adjacent to the Laguna Treatment Plant. The property under consideration for siting of the project was previously the home of the City’s Biosolids Compost Facility which closed in May 2020. On May 20, 2021, after two and a half years of negotiations, Renewable Sonoma decided to end negotiations with Zero Waste Sonoma on the potential development of the facility, and with the City for siting of the project on city-owned property. Since Renewable Sonoma ended negotiations, Santa Rosa Water has identified both immediate and potential future operational needs to utilize the site of the closed Biosolids Compost Facility.
