The Santa Rosa Plain groundwater sub-basin covers an area of approximately 80,000 acres and the majority of the City of Santa Rosa overlies the sub-basin. The 2014 Sustainable Groundwater Management Act (SGMA) provides a framework for sustainable management of groundwater supplies by local agencies and requires local agencies with land use, water supply or water management authorities to form Groundwater Sustainability Agencies (GSA) by mid-2017.  In Sonoma County three groundwater basins, the Santa Rosa Plain, Petaluma, and Sonoma Valley basins, are required to comply with SGMA.

In the Santa Rosa Plain, staff of Santa Rosa Water along with staff from other GSA-eligible entities have begun meeting to discuss options for forming the GSA for the Santa Rosa Plain Sub-basin. The GSA eligible entities include local municipalities, the Sonoma County Water Agency and Sonoma County.  Staff will provide an update on the GSA formation.

The Laguna Treatment Plant (LTP) currently produces approximately 36,000 wet tons of residual biosolids annually, which is a process component of virtually all municipal wastewater treatment plants worldwide.  

With respect to LTP, approximately 2/3 of this material is land applied annually as an agricultural soil amendment at various locations within Sonoma County.  The majority of the remainder is processed through the Subregional Compost Facility located adjacent to LTP, with a relatively small fraction sent to local landfills for alternative daily cover.  Of these final dispositions, land application is optimal due to the relatively low unit disposal cost, and the benefit land application of biosolids presents to local, conventional farming practices.
