BACKGROUND: The City of Santa Rosa is required under the federal Clean Water Act to obtain and comply with a National Pollutant Discharge Elimination System (NPDES) and Waste Discharge Requirements for Discharges from the Municipal Separate Storm Sewer Systems (Storm Water Permit).  To comply with permit requirements and to control and reduce flooding, property damage, erosion, and storm water quality degradation in the City, the Council, in 1996, added Title 16 to the City Code, which created a Storm Water Enterprise and Utility (“Storm Water Enterprise”) as an agency of the City.  Under Title 16, the City Council is authorized to prescribe and collect charges (special assessments) for the services and facilities of the enterprise.  The Council’s intention to collect the Storm Water Enterprise charges on the Sonoma County Property Tax Roll was stated in Resolution 22880, which levied the annual charges.

BACKGROUND: Santa Rosa CityBus seeks to apply for Federal Transit Administration (FTA) Section 5310 funds to purchase ADA and senior community vehicles. The application requires a board resolution authorizing application along with a public hearing that verifies that there are no other non-profit agencies readily available to provide similar paratransit services to eligible individuals in our service area.

BACKGROUND: The Transportation and Public Works Department, Transit Division is preparing to launch an Advertising Program.  The program will begin with the sale of ad space on the rear of buses and paratransit vehicles only, and in the future incorporate the sale of space on the sides of the vehicles and on bus shelters.  In developing the Transit Advertising Rates, staff conducted a survey of the local advertising market and consulted with regional transit agencies that sell advertising on their facilities.  The Transit Division intends to launch its Advertising Program this fall with the proposed Transit Advertising Rates.
