The proposed agreement provides the City of Santa Rosa (CITY) and the Town of Windsor (TOWN) to purchase and sell phosphorus credits to meet the phosphorus discharge requirements contained in each entities National Pollutant Discharge Elimination System (NPDES) waste water permit. The proposed agreement provides flexibility for both the City and the Town in that it will allow unused phosphorus credits to be used instead of expiring. The proposed agreement does not compel either entity to purchase credits but does create the mechanism for trades that are mutually beneficial.
The Water Department recommends that the Contract Review Subcommittee recommend to the Board of Public Utilities approval of the Phosphorus Offset Agreement by and between the City of Santa Rosa and the Town of Windsor. | | |
