| 1 | 3.1 | COOP AGREEMENT SCWA AND CITY OF SANTA ROSA | CR- Agenda Item | COOPERATIVE AGREEMENT FOR THE TRANSFER OF RAW AND PARTIALLY TREATED WELL WATER BETWEEN SONOMA COUNTY WATER AGENCY AND THE CITY OF SANTA ROSA
This proposed agreement provides a mechanism to beneficially reuse raw and partially treated drinking water for agricultural irrigation while preventing this water from having to be discharged into the environment or trucked to a wastewater treatment plant. Drinking water wells require flushing to start up and could result in approximately three million gallons needing to be discharged to adequately flush the system at start up for each well. In addition to well flushing the wells could discharge filter backwash and other process water for operating the wells that can get discharged into the City’s system, though these sources of additional water would be subject to approval by the Regional Water Quality Control Board. Sonoma Water owns three separate well sites that are located near the City’s low pressure recycled water line and could provide up to ten million gallons of water a year into our system.

| 1 | 3.2 | STORM DRAIN MASTER PLAN AWARD | CR- Agenda Item | STORM DRAIN MASTER PLAN AWARD
The City of Santa Rosa has an aging storm drain infrastructure and will need to start investing in the system to help protect from localized flooding. This proposed Professional Services Agreement with Woodard and Curran will develop a Storm Drain Master Plan that will provide a detailed analysis of the City’s storm drain system, including modeling of the system to support drainage review for new projects, and help to build an asset registry and rank the replacement of the current infrastructure. This agreement would also identify costs associated with replacement of aging infrastructure and identify ongoing funding needs and options for meeting those funding needs.
The Water Department recommends that the Contract Review Subcommittee recommend to the Board of Public Utilities approval of the Storm Drain Master Plan contract award.

| 1 | 3.3 | PSA WITH NORTH HARRIS FOR AMI ENHANCEMENTS | CR- Agenda Item | AMENDMENTS TO PROFESSIONAL SERVICES AGREEMENTS FOR AMI ENHANCEMENTS WITH NORTH HARRIS
These proposed amendments will allow staff to work with the vendor to improve both the WaterSmart Portal, which provides customers near real time access to their water use data, and the Water Conservation Manager module of the AMI system, which provides water usage analytics and data, that the Water Use Efficiency Team uses to detect water waste, continuous use, water use violations and more.
The Water Department recommends that the Contract Review Subcommittee recommend to the Board of Public Utilities approval of the amendments to the professional services agreements with North Harris for AMI enhancements.
