24-007CR 13.2Agreement - SoCo Water Agency and SR City PhosphorusCR- Agenda ItemPROPOSED AGREEMENT BY AND BETWEEN SONOMA COUNTY WATER AGENCY AND THE CITY OF SANTA ROSA FOR WATER QUALITY TRADING FRAMEWORK (PHOSPHORUS) The City of Santa Rosa treats wastewater for beneficial reuse at the Laguna Treatment Plant. Occasionally, the City may need to discharge recycled water into nearby creeks and the City maintains permits to do this lawfully. One of the requirements of this permit is that the City’s discharge have a zero net loading for phosphorus. This requirement is met by developing nutrient offset projects that remove phosphorus from the watershed or prevent phosphorus from entering the watershed at a rate greater than the amount of phosphorus that is discharged. This proposed agreement would allow the City to purchase 16,049 credits at the cost of $60 per credit for a total of $962,940, less a credit of $185,850 for disposal of 18,585 cubic yards of sediment for a contract total of $777,090.   Not available Not available
