Under Title 16, the City Council is authorized to prescribe and collect charges (special assessments) for the services and facilities of the Enterprise. Staff recommends that Council appropriate $2 million from the unassigned General Fund reserves for environmental review, design, and construction of a modern irrigation supply system for the Bennett Valley Golf Course (BVGC).
