RECOMMENDATION: It is recommended by the Finance and Water Departments that the Board, by resolution, approve the First Amendment to General Services Agreement (GSA) F001422 for a one-year contract extension with a 13.2% increase in unit price for sodium hypochlorite, delivered to various Water Department locations, to Olin Corporation dba Olin Chlor Alkali Products, Tracy, California in an amount not to exceed $102,000, for a total agreement amount not to exceed $192,000. Funds required for this operational expense have been appropriated in Fiscal Year 2017-18 adopted budget of the Water Department and will be included in future budget proposals presented to council as a regular operating expense. BACKGROUND: The Sonoma-Marin Saving Water Partnership provides a collaborative structure to maximize cost-effective water conservation by the signatories to the Memorandum of Understanding in Sonoma and Marin Counties and recognizes the regional commitment to reduce potable water demands to meet or exceed the state targets. Because the original Memorandum of Understanding expires in June 2018, the First Amended Memorandum of Understanding Regarding Sonoma-Marin Saving Water Partnership (First Amended MOU) has been developed to cover the next 10-year period. The First Amended MOU continues the regional water conservation partnership and will allow Santa Rosa to take advantage of appropriate cost effective regional programs as a part of the City’s existing comprehensive water conservation program.
