BACKGROUND: Policy development is a vital and ongoing process within the League of California Cities for determining legislative and program strategies for important issues facing cities throughout California. Policies are submitted for consideration by the General Assembly at the Annual Conference to be voted on by delegates from the cities. Each member city has one Voting Delegate at the General Assembly, which will be held virtually on October 7-8, 2020. There is one issue that has been submitted by resolution to the General Resolutions Committee for recommendation and voting at the General Assembly. At that meeting, the General Assembly will consider a resolution calling for the amendment of Section 230 of the Communications Decency Act of 1996, so as to require social media companies to remove materials which promote criminal activity.

BACKGROUND: On September 27, 2020, the Acting Director of Emergency Services issued a Proclamation of Existence of a Local Emergency relating to existence or threatened existence of conditions of extreme peril to the safety of persons and property within the City due to the Shady Fire, now a part of the Glass Fire Incident, which entered into the city limits of the City of Santa Rosa destroying numerous homes, threatening hundreds of additional homes and businesses, and requiring the evacuation of tens of thousands of residents and visitors.
RECOMMENDATION: It is recommended that Council, by resolution, ratify the Proclamation of Existence of Local Emergency signed on September 27, 2020. | | |
