20-0965 13.1Reusable and Compostable Food Ware OrdinanceCC- Study SessionCONSIDERATION OF A REUSABLE AND COMPOSTABLE FOOD WARE AND LITTER REDUCTION ORDINANCE Production and management associated with the single-use plastic food service ware, typically used for a short period of time and then discarded, has significant environmental impacts. Zero Waste Sonoma has developed a model food ware ordinance for member jurisdictions to consider for adoption. The Ordinance is designed to reduce the use and disposal of single-use food ware that contribute to street litter, marine pollution, harm to wildlife, greenhouse gas emissions and waste sent to landfills. The City Council Climate Action Subcommittee has reviewed the Zero Waste Sonoma model ordinance and directed staff to pursue a more aggressive approach and present potential policy options for consideration. The proposed Ordinance aims to institute a fully compostable food ware program in Santa Rosa. This Study Session is for Council to receive information, ask questions, discuss and provide feedback on a draft Reusable and Compostable Food Ware and Litter Reduction Ordinance. 20-0971 13.2PG&E Funds wildfire ResiliencyCC- Study SessionWILDFIRE PREPAREDNESS, MITIGATION AND RESILIENCY PROJECTS: PROPOSED USES OF PG&E SETTLEMENT FUNDS In this Study Session, staff will provide a presentation showing specific projects related to wildfire preparedness, mitigation and resiliency, all of which could be funded with PG&E settlement funds. City Staff from the Fire Department, Police Department, and Transportation and Public Works have identified projects to increase the City’s wildfire preparedness and resiliency. These projects have been developed based on critical needs identified during natural disasters over the last three years (the Tubbs Fire, the Kincade Fire, and the Glass Fire), and from Public Safety Power Shutoffs that occur each year. They are grouped as projects within City Control, and projects upon which the City will need to partner with other organizations.received and filed  Action details Video Video
20-0975 114.1Approval of PSA Seed CollaborativeCC- ReportREPORT - RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH SEED COLLABORATIVE, LLC, TO PROVIDE CONSULTING SERVICES IN THE DEVELOPMENT OF A CITY EQUITY PLAN BACKGROUND: Council has been interested in developing an Equity Plan that is designed to address both the immediate needs of the organization and to provide structures, processes and procedures that continue to reach strategic equity goals. City staff see significant value in Seed Collaborative’s data driven, collaborative and consensus- driven process as compared with more traditional strategies for addressing these issues. For instance, efforts that only emphasize internal group changes without focusing reliably on external groups or on bringing all employees to the table in support of a systemic cultural change can be less successful or lasting. In addition, targeted strategies that only focus on equitable treatment of individuals or groups while not improving policies, structures and systems can also fall short in meeting an organization’s goals.
