The Laguna Treatment Plant produces and beneficially reuses approximately 32,600 wet tons of Class B biosolids annually. Historically, the City’s biosolids program has primarily relied on land application and composting as the main options for biosolids reuse. With the high unit cost of biosolids composting and an aging compost facility that requires substantial near-term capital investment, the City is interested in exploring alternatives to biosolids composting. On November 8, 2019, the City released a Request for Proposals soliciting responses from Contractors interested in providing biosolids processing services for the material that the City currently composts. Staff will provide the Subcommittee with background information, an overview of the City’s biosolids program, and a discussion of potential options and next steps. | | |
