IN COMPENSATION FOR ONE-YEAR EXTENSION WITH GEOTAB  
USA, INC  
RECOMMENDATION: It is recommended by the Transportation and  
Public Works and Finance Departments that the Council, by resolution,  
increase compensation for Blanket Purchase Order 164204A with  
Geotab USA, Inc., Las Vegas, Nevada for vehicle telematic equipment  
and data support services under the Department of General Services  
Cooperative Contract 1-19-58-69 by $175,000, for a total amount not to  
exceed $600,000.

RESOLUTION - AMENDMENT TO THE FISCAL YEAR 2023-24  
ADOPTED BUDGET AND APPROPRIATION OF $263,000 FROM THE  
GENERAL FUND RESERVE TO PAY FOR THE SETTLEMENT

RECOMMENDATION: It is recommended by the City Attorney’s Office

Year 2023-24 adopted budget, increasing appropriations in the amount  
of $263,000 from the General Fund unassigned reserves to fund the  
City’s settlement with Meadowgreen No. 2 Homeowners Association.

RECOMMENDATION: It is recommended by the City Clerk that the  
Council, by two resolutions: 1) call and request to consolidate the  
November 5, 2024, General Municipal Election for the elective offices  
for Council Districts 1, 3, 5, and 7 with the Statewide General Election;  
and 2) adopt regulations pertaining to candidate statements as required  
by Elections Code Section 13307 and 13308.

Statement that includes modifications to 1) update the boundary maps,  
2) default to the City’s Zoning Code for land use permitting  
requirements consistent with the General Plan land use designation,  
and 3) establish compatible uses with the Parks and Recreation land  
use designation.

(RR-20-SR-RC) zoning district, consistent with the Very Low Density

RECOMMENDATION: This ordinance, introduced at the May 21, 2024,  
Regular Meeting by a 4-1-1-1 vote (N. Rogers no, C. Rogers absent, E.  
Alvarez recused), adds Chapter 6-20 to the Santa Rosa City Code titled  
“Regulation of Retail Tobacco Sales” and authorizes the City Manager  
to impose a license fee on retailers selling tobacco products within the  
City limits.

REPORT - POLICE DEPARTMENT ANNUAL MILITARY EQUIPMENT  
REPORT  
BACKGROUND: The passage of Assembly Bill 481 added several new  
statutes to the Government Code (GC § 7070-7075). These statutes  
require any state or local law enforcement agency that uses or wants to  
acquire “military equipment” as defined in the statute to create a written  
policy detailing the acquisition and use of the equipment which is  
adopted by ordinance.  
RECOMMENDATION: It is recommended by the Police Department that  
the Council, by resolution: 1) approve the Santa Rosa Police  
Department Annual Military Equipment Report which complies with the  
requirements of AB 481; 2) review Ordinance No. ORD-2022-007; and  
3) renew Ordinance No. ORD-2022-007, codified as Chapter 2-38 of  
the Santa Rosa City Code per California Assembly Bill No. 481.

REPORT - INDEPENDENT POLICE AUDITOR ANNUAL REPORT  
BACKGROUND: On November 30, 2021, the City entered into contract  
with the OIR Group to become an independent auditor of the Santa  
Rosa Police Department. The OIR group reports directly to the City  
Manager and reviews internal investigations, conducts audits of  
policies, practices, and records, and conducts community outreach.  
RECOMMENDATION: It is recommended by the City Manager that the  
Council receive a presentation by the OIR Group LLC of the annual  
report of Santa Rosa Police Department oversight. This is for  
information and no action will be taken.

PUBLIC HEARING - BUNYA BUNYA TREE REMOVAL APPEAL (THIS  
ITEM WAS CONTINUED FROM THE FEBRUARY 27, 2024,  
REGULAR MEETING)  
BACKGROUND: The Salvation Army (appellant) submitted an  
application to remove a Bunya Bunya tree in September 2022, which  
was denied by the Director of Planning and Economic Development and  
appealed to the Planning Commission. On September 14, 2023, the  
Planning Commission voted 5-2 to uphold the Director’s decision. On  
September 25, 2023, an Appeal Form was received pursuant to City  
Code Chapter 17-24, the appellant submitted the subject Appeal  
application, appealing the Planning Commission’s decision.  
RECOMMENDATION: It is recommended by the Planning Commission  
and the Planning and Economic Development Department that the  
Council, by resolution, deny the Appeal and uphold the Planning  
Commission’s denial of a Tree Permit to remove an approximately  
125-foot tall Araucaria Bidwillii (Bunya Bunya tree) located at 1080 2nd  
Street.

FEDERAL AND STATE LEGISLATIVE UPDATE  
• State Bill -- Support Letter for AB 2515 (Papan): Prohibits a person  
from manufacturing, distributing, selling, or offering for sale a  
menstrual product that contains regulated perfluoroalkyl or  
polyfluoroalkyl substances (PFAS). Provided for information.  
• Federal Bill - Support Letter for H.R. 7944 (Curtis): Enacts the Water  
Systems PFAS Liability Act which would ensure that water and  
wastewater systems and ratepayers are shielded from liability  
from PFAS in our water systems. Provided for information.  
• Federal Bill - Support Letter for H.R. 7849 (Thompson): This bill  
would enact the Disaster Resiliency and Coverage Act of 2024.  
The bill would provide pre-disaster mitigation grants and tax  
incentives for households to reduce the risk of real property  
damage due to natural disasters, including floods, hurricanes,  
and wildfires. Provided for information.  
• Federal Bill - Support Letter for S. 3830 (Padilla): Enact the  
Low-Income Household Water Assistance Program (LIHWAP)  
Establishment Act. Provided for information.  
• Federal Bill - Support Letter for Appropriations Request: Request  
Senator Butler support effort to fund the authorization of the  
LIHWAP program. Provided for information.
