Chair Rogers called the meeting to order at 4:02 p.m.

APRIL 3, 2024 - REGULAR MEETING MINUTES - DRAFT  
The April 3, 2024 regular meeting minutes were approved as  
submitted.  
4. PUBLIC COMMENTS  
Duane DeWitt spoke about air pollution and how children are  
negatively affected by small particulate matter. Also spoke regarding  
the loss of trees throughout the City and ways to help combat the  
loss.  
Beth Brown spoke about the City of Petaluma and their tree  
program. Also spoke about having a standing agenda item to  
address tree canopy and tree equity.  
Michael Pelt spoke about finding ways to educate department heads  
and staff on the importance of greening and start to find solutions for  
replanting.

6. NEW BUSINESS  
6.1  
UPDATE ON ARTIFICIAL TURF RESTRICTIONS INVESTIGATION  
The Santa Rosa City Council’s Fiscal Year 2023-24 work plan includes  
the investigation of the feasibility of city-wide restrictions on artificial turf  
installations. Staff first presented background information at the October  
4, 2023 Climate Action Subcommittee and received direction. Staff are  
returning to respond to the subcommittee’s questions and seeking  
further direction on this issue.  
Peter Martin, Deputy Director - Water Resources with Santa Rosa  
Water, Scott Wilkinson, Parks Planner with Recreation and Parks,  
and Jimmy Bliss, Chief Building Official with Planning and Economic  
Development presented and answered Subcommittee Member  
questions.  
Beth Brown spoke in favor of an artificial turf ban.  
Christoph Macho spoke against an artificial turf ban.  
Duane DeWitt spoke in favor of an artificial turf ban.  
6.2  
CITY-WIDE FLEET ELECTRIC VEHICLE INFRASTRUCTURE  
MASTER PLAN  
Staff will provide an update on the development of the city-wide Fleet  
Electric Vehicle Infrastructure Master Plan, consistent with recently  
adopted statewide regulations for municipal vehicle fleets, council  
goals, and other city policies. The Subcommittee may discuss this item  
and provide feedback or direction to staff.

Water, presented.  
Michael Pelt cautioned against removing trees to complete the  
City-wide fleet electric vehicle infrastructure master plan.  
Duane DeWitt spoke about making sure implementation of this plan  
does not interfere with current lifestyles of schools, hospitals, and  
other facilities.

This item was provided for information only.  
Duane DeWitt spoke regarding "neighbor-woods" and believes the  
City could benefit from having new development plant new trees as  
part of their new builds, and look at how the City's mitigations are  
currently being implemented and monitored.
