than one year ago with a real estate client that was listed on the

Ownership Information, but does not have a current conflicting  
relationship that requires him to abstain.

PUBLIC HEARING - ROBIN WAY WATER SYSTEM IMPROVEMENTS  
- ANNEXATION PRE-ZONING - 164 BELLEVUE AVE - ANX23-002  
BACKGROUND: The City is proposing to Pre-Zone 34 parcels, situated  
on Barbara Drive, Robin Way, and Eddy Drive, Moorland Avenue, and  
Belleview Avenue, in preparation to annex the area into Santa Rosa city  
limits. This is the first step of a larger project to provide water service to  
29 parcels, which is an area with known ground water contamination.  
The project is being initiated and funded by the State of California.  
RECOMMENDATION: Recommend adoption to City Council  
Ex Parte Disclosures: None.  
Project Planner Sheikhali presented.  
Staff and the Applicant representatives responded to Commissioner  
inquiries.  
Chair Weeks opened and closed the Public Hearing at 4:48 p.m.  
A motion was made by Commissioner Cisco, seconded by Vice Chair  
Duggan, to waive reading of the text and adopt:  
RESOLUTION NO. PC-2024-011 ENTITLED: RESOLUTION OF THE  
PLANNING COMMISSION OF THE CITY OF SANTA ROSA RECOMMENDING  
TO CITY COUNCIL PREZONING OF THE PROPERTIES SITUATED ON  
BARBARA DRIVE, ROBIN WAY, EDDY DRIVE, MOORLAND AVENUE, AND  
BELLEVIEW AVENUE INTO THE R-1-6 (SINGLE-FAMILY RESIDENTIAL)  
AND R-2 (MEDIUM DENSITY MULTI-FAMILY RESIDENTIAL) ZONING  
DISTRICT, CONSISTENT WITH THE LOW AND MEDIUM-LOW DENSITY
