RESPONSE TO THE INDEPENDENT POLICE AUDITOR’S 2025  
ANNUAL REPORT  
The Santa Rosa Police Department will provide an overview of their  
response to the recommendations from the OIR Group Independent  
Police Auditor’s 2025 Annual Report and the proactive steps they have  
taken to address the feedback.  
John Cregan, Police Chief, and Kyle Philp, Police Lieutenant,  
presented and answered questions from the subcommittee  
members.
