Chair Newton called the meeting to order at 1:33 p.m.

5. STUDY SESSION  
5.1  
FY 2025/26 BUDGET PROCESS AND PUBLIC INPUT  
Each year, the Housing Authority holds a study session to obtain  
feedback and comments from the Housing Authority Commissioners and  
public regarding the annual budget process. Staff will provide an  
overview of the budget process timeline and anticipated trends for the  
coming year.  
Kate Goldfine, Administrative Services Officer, and Megan Basiner,  
Executive Director, presented and answered questions from  
Commissioners.  
Public Comment:  
Gregory Fearon spoke on future collaboration between the City of  
Santa Rosa and the County of Sonoma, his affiliation with the  
Behavioral Health Board, the challenge of working within the  
framework of Proposition One, the likely loss of Federal revenues,  
and efforts that are being made to compensate for the loss of funds.  
Duane DeWitt spoke on the city's large homeless population and  
questioned the lack of collaboration with Veterans Affairs in utilizing  
HUD-VASH vouchers for housing the homeless people seen daily in  
the downtown area.  
Commissioner Friedman arrived at 1:49pm.

Public Comment:  
David Harris spoke on the city's failure to provide affordable housing  
for families and the impact of recent school closure discussions.

information.  
Megan Basinger, Executive Director, provided information and  
answered questions from Commissioners.  
Public Comment:  
Duane DeWitt thanked staff for the presentation and inquired about  
tracking HUD-VASH voucher holders on the Housing Pipeline.  
Gregory Fearon urged caution in interpreting affordability and asked  
about tracking Permanent Supportive Housing residents in  
city-funded pipeline units.  
11. CONSENT ITEMS  
11.1  
RESOLUTION - SUBMITTAL OF GRANT APPLICATION TO THE  
CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY  
DEVELOPMENT FOR $5 MILLION UNDER THE CALHOME  
PROGRAM  
RECOMMENDATION: It is recommended by the Housing and  
Community Services Department that the Housing Authority, by  
resolution, approve the submittal of a grant application to the California  
Department of Housing and Community Development in the amount of  
$5,000,000 in CalHome funds and authorize the execution of a  
Standard Agreement and any related documents necessary to  
participate in the CalHome Program, to provide downpayment  
assistance and housing rehabilitation loans to eligible households in  
Santa Rosa.  
Megan Basinger, Executive Director, answered questions from  
Commissioners.  
Public Comment:  
David Harris spoke with questions on how the Housing Authority  
would prioritize fund allocations if awarded the CalHome grant.  
A motion was made by Commissioner Conte, seconded by Vice Chair  
Downey Ph. D, by resolution, to approve the submittal of a grant application  
to the California Department of Housing and Community Development in  
the amount of $5,000,000 in CalHome funds and authorize the execution of  
a Standard Agreement and any related documents necessary to participate  
in the CalHome Program, to provide downpayment assistance and housing  
rehabilitation loans to eligible households in Santa Rosa. The motion  
carried by the following vote:
