THE FEBRUARY 1, 2022 AGENDA)  
RECOMMENDATION: It is recommended by the City Attorney’s Office  
that the Council, by resolution, declare that the proclamation of a state  
of local emergency within the City of Santa Rosa has been and remains  
in full force and effect without interruption.

RESOLUTION NO. RES-2022-020 ENTITLED: RESOLUTION OF THE  
COUNCIL OF THE CITY OF SANTA ROSA EXTENDING THE  
PROCLAMATION OF EXISTENCE OF A LOCAL EMERGENCY DUE TO THE  
THREAT TO COMMUNITY HEALTH POSED BY COVID-19

RESOLUTION - EXTENSION OF PROCLAMATION OF LOCAL  
HOMELESS EMERGENCY (CONTINUED FROM THE FEBRUARY 1,  
2022 AGENDA)  
RECOMMENDATION: It is recommended by the City Manager’s Office  
that the Council, by resolution, approve an extension of Resolution No.  
28839 which formally proclaimed a local homeless emergency within  
Santa Rosa.

RESOLUTION NO. RES-2022-021 ENTITLED: RESOLUTION OF THE  
COUNCIL OF THE CITY OF SANTA ROSA EXTENDING A PROCLAMATION  
OF LOCAL HOMELESS EMERGENCY (Government Code Sections 8630 et  
seq.)

RESOLUTION - MAKING REQUIRED MONTHLY FINDINGS AND  
AUTHORIZING THE CONTINUED USE OF TELECONFERENCING  
FOR PUBLIC MEETINGS OF THE CITY COUNCIL AND ALL THE  
CITY’S BOARDS, COMMISSIONS, AND COMMITTEES, PURSUANT  
TO ASSEMBLY BILL 361 (CONTINUED FROM THE FEBRUARY 1,  
2022 AGENDA)  
RECOMMENDATION: It is recommended by the City Attorney that the  
Council, by resolution, make required monthly findings and authorize  
the continued use of teleconferencing for public meetings of the City  
Council and all of the City’s boards, commissions and committees  
pursuant to Assembly Bill 361.

4. APPROVAL OF INTERVIEW AND APPOINTMENT PROCEDURES

INTERVIEW AND APPOINTMENT PROCEDURES FOR CITY  
COUNCIL VACANCY  
RECOMMENDATION: It is recommended by the City Attorney and the  
City Clerk that the Council, by motion, approve procedures for interview  
and selection of applicants for appointment to the City Council to  
temporarily fill the District 3 vacancy on the City Council.  
Attachments:  
City Clerk Stephanie Williams outlined the interview process, and  
reviewed the voting procedure outlined in Council Policy 000-23.  
No public comments were made.  
A motion was made by Council Member Fleming, seconded by Council  
Member Sawyer, approving the interview and appointment procedures.  
The motion carried by the following vote:

5. INTERVIEWS AND APPOINTMENT TO THE CITY COUNCIL TO FILL THE  
DISTRICT 3 COUNCIL VACANCY  
5.1  
Council members will interview the following persons who have filed  
an application for appointment to fill the recently created District 3  
vacancy on the Council for a term to expire December 2022.

Christopher Miller

Each applicant will provide a three-minute opening statement of  
qualifications, followed by questions from the Council, and lastly the  
applicants will have a one-minute closing statement.

Stephanie Nacouzi spoke in support of Council appointing her  
daughter Melanie Nacouzi.

Jack Buckhorn  
Mateo spoke expressing his belief it is time to get things back to  
normal.  
A motion was made by Council Member Fleming, seconded by Vice  
Mayor Alvarez, to approve an additional round of voting to choose one  
of the two remaining candidates for consideration. The motion carried  
by the following vote:

At the conclusion of a final round of voting, City Clerk Williams read  
the votes into the record and announced Dianna MacDonald was  
selected to fill the Council District 3 seat.  
6. ADJOURN SPECIAL MEETING  
Mayor Rogers adjourned the special meeting at 7:50 p.m.
