4. ZONING ADMINISTRATOR BUSINESS
4.1 STATEMENT OF PURPOSE
The Zoning Administrator is appointed by the Director of the Planning and
Economic Development Department and has the responsibility and
authority to conduct public meetings and hearings, and to act on
applications for minor or reduced review authority projects or entitlements
(land use permits). A determination or decision by the Zoning Administrator
may be appealed to the appeal body, including the Design Review and
Preservation Board, Planning Commission, or City Council, as applicable
to the decision.

PUBLIC MEETING - 425 HUMBOLDT APARTMENT PROJECT
BACKGROUND: The applicant is requesting to modify the approved
construction hours for a seven-story building that will feature 299
residential units. The current construction hours are from 8:00 A.M. to
6:00 P.M. on weekdays (Monday through Friday) and from 9:00 A.M. to
6:00 P.M. on Sundays. The applicant proposes to change these hours
to 7:00 A.M. to 7:00 P.M. on weekdays and to 8:00 A.M. to 6:00 P.M. on

BACKGROUND: This is a proposal for construction of a new 6-foot-tall
steel parameter fence, a 6-foot-tall rolling gate at the rear of the subject
property and 7-foot-tall entry gates. The project is exempt from the
California Environmental Quality Act (CEQA).
