RECOMMENDATION: It is recommended by the Transportation and  
Public Works and Finance Departments that the Council, by resolution,  
approve a Second Amendment to Blanket Purchase Order Number  
166103 with Coordinated Project Installations, Inc., Santa Rosa,  
California, to extend the term for one year with an 11.47% increase in  
unit cost, and increase compensation in the amount of $75,000, for a  
total not to exceed amount of $174,000.

RECOMMENDATION: It is recommended by the Department of  
Transportation and Public Works that the Council, by resolution,  
delegate authority to certain staff to execute Project Work Orders  
issued under existing Master Professional Services Agreements  
(MPSA) up to an amount not-to-exceed $500,000, with the cumulative  
sum of all such Project Work Orders not to exceed $18 million for Fiscal  
Year 2023-2024.

RECOMMENDATION: This ordinance, introduced at the February 13,  
2024, Regular Meeting by a 4-0-3 vote (Fleming, N. Rogers, and C.  
Rogers absent), corrects a clerical error in Ordinance ORD-2023-016,  
adopted by Council on December 12, 2023, by renumbering Hazardous  
Vegetation and Fuels Management Chapter as Chapter 9-32.

RECOMMENDATION: This ordinance, introduced at the February 13,  
2023, Regular Meeting by a 5-0-2 vote (Fleming and C. Rogers  
absent), seeks to amend Titles 9 and 18 of the Santa Rosa City Code.  
This involves streamlining the code by repealing the outdated Chapter  
9-24 (which contains obsolescent COVID-19 public health order  
regulations) and replacing it with a new Chapter 9-24 establishing a  
comprehensive regulatory framework for unmaintained vacant lots and  
properties with vacant or abandoned buildings. Lastly, the ordinance  
amends Section 18-20.302.4 by proposing clarifying language  
regarding the definition of “weeds.”

Section 20-42.060, Community Care and Health Care Facilities, to  
exempt senior care facilities from the Community Care Facility  
overconcentration limitation and spacing requirement, and Section  
20-70.020, Definitions of Specialized Terms and Phrases, to modify the  
definition of Community Care Facility to allow palliative care and end of  
life medical treatments for senior care facilities.

PUBLIC HEARING - BUNYA BUNYA TREE REMOVAL APPEAL (THIS  
ITEM HAS BEEN CONTINUED TO A DATE UNCERTAIN)  
BACKGROUND: The Salvation Army (appellant) submitted an  
application to remove a Bunya Bunya tree in September 2022, which  
was denied by the Director and appealed to the Planning Commission.  
On September 14, 2023, the Planning Commission voted 5-2 to uphold  
the Director’s decision. On September 25, 2023, an Appeal Form was  
received pursuant to City Code Chapter 17-24, the appellant submitted  
the subject Appeal application, appealing the Planning Commission’s  
decision.  
RECOMMENDATION: It is recommended by the Planning Commission  
and the Planning and Economic Development Department that the  
Council, by resolution, deny the Appeal and uphold the Planning  
Commission’s denial of a Tree Permit to remove an approximately  
125-foot Araucaria Bidwillii (Bunya Bunya tree) located at 1080 2nd  
Street.
