FEMA FLOOD RISK MAPPING PROJECT FOR THE SANTA ROSA  
CREEK WATERSHED  
Staff will present the latest update on the Federal Emergency  
Management Agency (FEMA) Santa Rosa Creek Watershed Flood Risk  
Mapping Project. The multi-year FEMA project will map high-risk flood  
areas in the Watershed. No action will be taken except for possible  
direction to staff.

to 8:00 p.m. at the Utility Field Office, 35 Stony Point Road, to  
collect feedback to incorporate into the police department's 3-year  
strategic plan.

Council Member Okrepkie announced his abstention from Item 13.1  
due to Coordinated Project Installations being a client.

Council Member Okrepkie provided a report on events and  
meetings recently attended.  
Council Member Alvarez announced a meeting February 28 at 6:30  
p.m. at the Head Start building in South Park and invited the  
community to share ideas and concerns.  
Vice Mayor Stapp reported on a recent community meeting  
regarding illicit massage businesses in the community and  
announced the item will be on the agenda of the April 23 Public  
Safety Subcommittee meeting.

RECOMMENDATION: It is recommended by the Department of  
Transportation and Public Works that the Council, by resolution,  
delegate authority to certain staff to execute Project Work Orders  
issued under existing Master Professional Services Agreements  
(MPSA) up to an amount not-to-exceed $500,000, with the cumulative  
sum of all such Project Work Orders not to exceed $18 million for Fiscal  
Year 2023-2024.

RECOMMENDATION: This ordinance, introduced at the February 13,  
2023, Regular Meeting by a 5-0-2 vote (Fleming and C. Rogers absent),  
seeks to amend Titles 9 and 18 of the Santa Rosa City Code. This  
involves streamlining the code by repealing the outdated Chapter 9-24  
(which contains obsolescent COVID-19 public health order regulations)  
and replacing it with a new Chapter 9-24 establishing a comprehensive  
regulatory framework for unmaintained vacant lots and properties with  
vacant or abandoned buildings. Lastly, the ordinance amends Section  
18-20.302.4 by proposing clarifying language regarding the definition of  
“weeds.”

PUBLIC HEARING - BUNYA BUNYA TREE REMOVAL APPEAL (THIS  
ITEM HAS BEEN CONTINUED TO A DATE UNCERTAIN)  
BACKGROUND: The Salvation Army (appellant) submitted an  
application to remove a Bunya Bunya tree in September 2022, which  
was denied by the Director and appealed to the Planning Commission.  
On September 14, 2023, the Planning Commission voted 5-2 to uphold  
the Director’s decision. On September 25, 2023, an Appeal Form was  
received pursuant to City Code Chapter 17-24, the appellant submitted  
the subject Appeal application, appealing the Planning Commission’s  
decision.  
RECOMMENDATION: It is recommended by the Planning Commission  
and the Planning and Economic Development Department that the  
Council, by resolution, deny the Appeal and uphold the Planning  
Commission’s denial of a Tree Permit to remove an approximately  
125-foot Araucaria Bidwillii (Bunya Bunya tree) located at 1080 2nd  
Street.
