This time is reserved for any Subcommittee Member to announce remote  
participation under the “Just Cause” provision of Government Code Section  
54953.8.  
3. PUBLIC COMMENTS  
This is the time when any person may address matters not listed on this  
agenda, but which are within the subject matter of the jurisdiction of this  
subcommittee. The public may comment on agenda items when the item is  
called. Each speaker is allowed up to three minutes.

5.1  
URBAN WATER MANAGEMENT PLAN AND WATER SHORTAGE  
CONTINGENCY PLAN  
Staff will provide an overview of the 2025 Urban Water Management  
Plan (UWMP) and the Water Shortage Contingency Plan (WSCP). Both  
plans are regulatorily required to be submitted to the Department of  
Water Resources on a five-year cycle, with this plan due July 1, 2026.  
Staff will review the projected water demands and water supply from  
2025 to 2050. The Subcommittee may discuss this item and give  
direction to staff.

AB 1572 BAN ON IRRIGATING NONFUNCTIONAL TURF  
Staff will provide an overview of the state regulation banning irrigation  
of nonfunctional turf at specific accounts within the City’s service area  
beginning in 2027. Under the law, the City must update its municipal  
code to include the prohibitions and enforcement actions within the  
regulation and notify all impacted accounts no later than January 1,  
2027. Staff will review compliance timelines and approach as well as  
opportunities to adapt customer programs to achieve compliance. The  
Subcommittee may discuss this item and give direction to staff.

WATER USE EFFICIENCY AWARD NOMINATIONS  
Staff will present recommendations for the 2026 Water-Use Efficiency  
Awards for the Subcommittee’s approval, which will be presented at a  
City Council meeting in May in conjunction with the Proclamation of  
Water Awareness Month. Staff will also provide an update on other  
planned Water Awareness Month activities. The Subcommittee may  
discuss this item and give direction to staff.
