This is the time when any person may address matters not listed on this  
agenda, but which are within the subject matter of the jurisdiction. The public  
may comment on agenda items when the item is called. Each speaker is  
allowed up to three minutes.  
Live Public Comment: Members of the public can provide comment on an  
agenda item in-person from the Chamber Building, First Floor Large  
Conference room, at the time an agenda item is discussed during the Climate  
Action Subcommittee Meeting.  
Advance E-mail Public Comment: To submit an e-mailed public comment to

5:00 p.m., the Tuesday prior to the meeting. Identify in the subject line of your  
e-mail the agenda item number(s) on which you wish to comment, provide

by the deadline will be e-mailed to all Subcommittee Members, will be posted  
to the agenda documents on-line, and be made part of the archive packet.

This time is reserved for City staff to provide a briefing on issues of interest.  
No action will be taken on these matters except to possibly place a particular  
item on a future agenda for consideration.  
6. NEW BUSINESS  
6.1  
SONOMA COUNTY TRANSPORTATION AND CLIMATE  
AUTHORITIES (SCTCA) INFORMATIONAL BRIEFING ON BAY AREA  
REGIONAL ENERGY NETWORK (BAYREN) PROGRAMS AND  
RESOURCES  
Sonoma County Transportation and Climate Authorities (SCTCA) Bay  
Area Regional Energy Network (BayREN) staff will provide an  
informational briefing on BayREN resources for residential, commercial,  
and municipal decarbonization and a status report on BayREN program  
activities in City of Santa Rosa. The committee may discuss this item  
and give direction to staff.

GREENHOUSE GAS REDUCTION IN THE BUILT ENVIRONMENT  
Planning and Economic Development staff will provide a general  
overview of code modifications to address the recently adopted  
Greenhouse Gas Reduction Strategies. Staff will also provide an  
overview of the code amendment process and identify specific changes  
that will incentivize the reduction of fossil fuel usage. Feedback  
received during the presentation will inform future code adoptions. The  
committee may discuss and provide direction to staff.

2026 CLIMATE ACTION SUBCOMMITTEE MEETING SCHEDULE  
At the April 2, 2025 Climate Action Subcommittee Meeting, direction  
was provided to staff to prepare a quarterly meeting schedule for 2026.  
The subcommittee will review the proposed schedule for 2026 and may  
provide feedback or further direction to staff.
