Duane DeWitt made comments regarding the difficulties he has  
encountered with renaming an area in Roseland to honor a World  
War II veteran and that the process is too complex.

Southeast Greenway will provide updates regarding this City acquired  
property.  
Thea Hansel, Southeast Greenway Representative, gave a  
presentation and answered Member questions.

Duane DeWitt made comments regarding Roseland's unsuccessful  
attempts to create a greenway and the difficulties that arise with  
homelessness on public land.

SUMMARY FOR YEAR 2025  
Staff will present a summary of the Community Improvement Grants  
(CIG) for the 2025 calendar year, including the number of applications  
received, projects funded, total amount awarded, and an overview of  
the types of initiatives supported.

- PROGRAMA COSECHA  
The Programa Cosecha grant application submitted by Raizes  
Collective is requesting $2,500 to fund an After-School Social Emotional  
Wellness & Restorative Art Workshops and Murals Program in Santa  
Rosa City Schools. Their program engages students in creative  
artmaking, social-emotional learning, and restorative practices, fostering  
belonging, resilience, and cultural connection. They are seeking your  
support to make this program a success, ensuring that students have  
access to high-quality materials, food, safe creative spaces, and  
meaningful experiences that nurture their growth and leadership in  
culturally relevant ways.

DETERMINATION-SKYHAWK NEIGHBORHOOD  
The Skyhawk Neighborhood grant application submitted by Skyhawk  
United is requesting $2,500 to fund an event that promotes community,  
culture and fun, where neighbors gather and meet one another; enjoy  
an afternoon of food, entertainment, arts and culture; and share  
resources on common needs and interests, such as fire safety, creek  
maintenance, and school safety. Their goals are: (a) Build community  
through offering an afternoon of music, food, vendors, and words from a  
diverse showing of cultures represented in their neighborhood. (b) Offer  
an annual event that helps build community bonds among neighbors,  
where they can meet, connect, and build strong ties.

- MINOR BEATS  
The Minor Beats grant application, submitted by Play It Forward Music  
Foundation, requests $2,500 to support four Youth Open Mic Sessions  
for young people ages 5-17. These sessions aim to provide Santa Rosa  
youth with a welcoming stage to express themselves and share their  
creativity through music. Live performances foster meaningful  
connections within a community and create a sense of vibrancy through  
shared artistic experiences. Youth Open Mic Sessions offer young  
people the opportunity to perform in front of an audience is essential to  
building confidence and self-expression. Additionally, practicing music  
cultivates focus, strengthens time management skills, and supports  
overall well-being. When youth feel supported, empowered, and  
engaged in their community, the positive impact extends to the entire  
community.

- SONOMA COUNTY VOLUNTEER FAIR  
The Sonoma County Volunteer Fair, co-hosted by Los Cien and the  
Center for Volunteer & Nonprofit Leadership (CVNL), is requested  
$2,500 to host a volunteer fair. The fair was a countywide community  
event designed to strengthen civic engagement, nonprofit capacity, and  
inclusive volunteerism in Santa Rosa and across Sonoma County. Held  
on March 31 and aligned with Global Volunteer Month, the event  
honored the legacy of collective action while creating accessible  
pathways for residents to serve their communities.

MOTION - COMMUNITY IMPROVEMENT GRANTS DETERMINATION  
- COMMUNITY LISTENING PROJECT  
The Community Listening Project grant application, submitted by  
Listening for a Change, requests $2,500 to host two four-hour  
workshops focused on developing listening skills and training  
participants in conducting oral histories. This program is designed to  
engage a wide range of community members. As communities become  
increasingly diverse, it is essential to foster an inclusive and respectful  
environment for all. Facilitating conversations and interviews across  
different backgrounds helps bridge divides and address  
misunderstandings related to socioeconomic status, race, ethnicity,  
generation, sexual orientation, and religion. These workshops aim to  
strengthen connections by encouraging participants to actively listen to  
and learn from one another’s experiences.

MOTION - COMMUNITY IMPROVEMENT GRANTS DETERMINATION  
- PROJECT TRUE: CANNABIS EDUCATION CAMPAIGN  
The Northern California Center for Well-Being is requesting $2,500 for  
Project TRUE: Cannabis Education Campaign, serving middle and high  
school students in Roseland School District and Santa Rosa City  
Schools, primarily bilingual, bicultural, and low-income youth. The  
program will raise awareness of youth cannabis use and the risks of  
cannabis DUI/DUID, helping teens make informed decisions. It will also  
build leadership and peer mentorship through a youth-led approach,  
creating an engaging environment that empowers teens to advocate for  
healthy, safe choices in their communities.

MOTION - COMMUNITY IMPROVEMENT GRANTS  
DETERMINATION-WESTGATE COMMUNITY OUTREACH  
The Westgate Community and Secret Garden are requesting $2,500 to  
support neighborhood outreach and build interest in a community  
garden. Funding will be used to print flyers, host community BBQs,  
create a logo, develop a garden plan, and launch social media for  
ongoing engagement. Their long-term goal is to establish a secure  
community garden with individual plots, surrounded by California native  
plants for all to enjoy. Any surplus produce will be donated to local food  
banks, supporting food security in our community.

RECOMMENDATION: It is recommended by the Communications and  
Intergovernmental Relations Department that the Community Advisory  
Board, by motion, determine the dispersion of this Community  
Improvement Grant for the June-July 2026 period.  
Chair Rodriguez tabled this grant application until the July 22, 2026,  
CAB meeting.

MOTION - COMMUNITY IMPROVEMENT GRANTS  
DETERMINATION- DETURK ROUND BARN NATIVE POLLINATOR  
WATER WISE DEMONSTRATION GARDEN  
The West End Neighborhood Association is requesting $2,500 to create  
a native, pollinator-friendly, water-wise demonstration garden in the  
neighborhood park. Currently, the area is weed-infested and minimally  
maintained. This project will beautify the space, bring residents and  
businesses together through hands-on participation, and provide an  
educational resource showcasing sustainable landscaping practices for  
our region.

MOTION - COMMUNITY IMPROVEMENT GRANT EXTENSION-THE  
WELLNESS AND CULTURAL ARTS WORKSHOP  
On October 30, 2024, the Community Advisory Board (CAB) approved a  
grant of $2,500 for The Wellness & Cultural Arts Workshop proposed by  
BIPOC Collective. The project aimed at hosting a two-day workshop  
offering free, inclusive social-emotional engagement and wellness  
activities for the Santa Rosa community.  
Due to unforeseen challenges with contractor availability, BIPOC  
Collective requested a six-month extension, which was approved by  
CAB in November 2025. The extension period concluded in May 2026.  
The grantee is now requesting an additional extension through June  
2026 to align project completion with the Sonoma County Juneteenth  
celebration, scheduled for June 13, 2026, at Martin Luther King Jr.  
Park.  
RECOMMENDATION: The Communications and Intergovernmental  
Relations Department recommends that the Community Advisory Board,  
by motion, determine whether to approve the additional extension for  
The Wellness & Cultural Arts Workshop grant application from BIPOC  
Collective.

8. CAB ANNOUNCEMENTS AND ISSUES OF CONCERN TO CITY RESIDENTS  
Vice Chair Frates made comments regarding the privacy concerns  
of those in his district about the installation of flock cameras in Santa  
Rosa.  
Member Knowles made additional comments regarding privacy  
concerns about the installation of flock cameras in Santa Rosa.  
Member Daulton made comments regarding the lack of response  
he has received from public safety officials about traffic concerns in  
Santa Rosa.  
Chair Rodriguez made comments praising the Merit Awards and  
encouraged CAB Members to nominate deserving community  
members in their districts.  
Member Mondell made comments regarding safety concerns about  
the lack of sidewalks in District 5.

9. STAFF UPDATES  
Ana Horta, Community Engagement Manager, provided information  
and answered Member questions regarding the following events and  
updates:  
• On June 6, several City Departments will be engaging with the  
community at the Sonoma County Pride Parade and Festival,  
including Santa Rosa Police, Santa Rosa Fire, and CityBus. The  
event is held at Old Courthouse Square, from 11 a.m. to 5 p.m. For

• On June 6 and June 20, Santa Rosa Water is hosting a Creek  
Cleanups at the Prince Memorial Greenway. All ages are welcome  
to participate. Volunteers meet at Olive Park Footbridge, near 1698  
Hazel St at 10 a.m. To sign up, visit SRCity.org/Calendar  
• On June 13, Recreation and Parks will host its monthly  
Park-A-Month Volunteer Program at Doyle Community Park, 700  
Doyle Park Drive, from 9 a.m. to 12 p.m. Bring your friends and work  
together or come and meet new people while helping to keep our  
parks in great shape!  
• Also, on June 13, Communications and Intergovernmental  
Relations, Planning, Active Transportation, and Santa Rosa Police  
Department will be tabling at the 56th Annual MLK/Juneteenth  
Celebration, held at MLK Park, 1671 Hendley Street, from 10 a.m. to  
5 p.m. For information, visit  
• On June 18, the Santa Rosa Police Department is hosting the last  
of its Community Traffic Safety Meetings. The meeting will be held  
at New Vintage Church, 3300 Sonoma Avenue, from 5:30 to 7 p.m.  
These meetings are designed to provide community members with  
an opportunity to share traffic-related concerns directly with police  
staff, including issues such as speeding, roadway safety, and  
neighborhood traffic patterns.  
• On June 20, the Rural Cemetery Preservation Committee will host  
their monthly volunteer workday, from 9 a.m. to 12 p.m. Projects  
include the cemetery beautification efforts such as landscaping  
projects, painting, and various maintenance work.  
The Santa Rosa Police Department is accepting applications for the  
Youth Community Police Experience. The experience goes from  
July 13 through July 16, and it will be held at the at the Fire Training  
Center, 2126 West College Avenue, from 9:00 a.m. to 3:00 p.m.  
During the program, participants will enjoy hands-on learning;  
familiarizing themselves with the Santa Rosa Police Department, its  
policies, and practices. For questions about the program or

10. FUTURE AGENDA ITEMS  
Chair Rodriguez noted that suggestions for future agenda items  
were mentioned during the discussion of item 8, and recommended  
that City Staff provide information regarding the installation of flock  
cameras, and an update from Transportation and Public Works  
regarding traffic concerns and pedestrian safety in the City at the  
July 22, 2026 meeting.
