1. WELCOME AND INTRODUCTIONS  
Vice Mayor Stapp called the meeting to order at 9:06 AM.  
2. PUBLIC COMMENT  
No public comment.  
3. PARTNERSHIP UPDATES  
Danielle Garduño, Program Manager, shared the CHOICE Grant  
Cycle XII grantee selections starting January 1, 2025 to include two  
workforce development programs, two diversion programs, two  
mental health supports, one family service program and two  
prosocial opportunities.  
The City Council unanimously approved the agreement for Street  
Outreach and Crisis Response services with New Hope for Youth to  
begin January 1, 2025 to provide direct street outreach staff and  
support in our community.  
The Partnership's Clean Slate Tattoo Removal program will be  
starting the intake process for people.  
The Partnership is hosting a wellness resource fair at Montgomery  
High School on December 5, 2024 as an opportunity for any  
partners to table and provide resources to families.  
Comment from Policy Team:  
Ernesto Olivares, Cal-VPN, shared appreciation of Danielle Garduño  
and Jeff Tibbetts in presenting this valuable intervention service to  
the City Council to move this forward.  
Dr. Daisy Morales, Superintendent of Santa Rosa City Schools,  
informed that all schools have been invited to the wellness event on  
December 5, 2024.

4. SCHEDULED ITEMS  
4.1 CLIMATE UPDATE  
Santa Rosa Police Department (SRPD)  
Lieutenant Isachsen shared details of two incidents on high  
school campuses recently that involved weapons. The STOPit  
app continues to bring forward valuable evidence and insight that  
has been helpful to law enforcement and school administration to  
intervene.  
Chief Cregan reported statistics related to increased seizure of  
guns, many of which are ghost guns, and lower numbers of  
reported shootings and homicides this year as compared to last.  
The largest concern at this time continues to be the accessibility  
to firearms.  
Partners commented appreciation of the collaboration between  
schools, law enforcement and the Partnership and the ongoing  
commitment of staff to support youth.  
Sonoma County Probation  
Brad Michnevich shared there are 60 youth at Juvenile Hall to  
date and over 250 on supervision of some level. In the last nine  
months there has been a rise in felony referrals to juvenile  
probation.  
Public Defender's Office  
Brian Morris reported their staff are working with available  
resources to refer youth and steer them proactively to positive  
behaviors.  
InRESPONSE  
Working as a program to be able to provide 24/7 hour services.  
Transit  
Santa Rosa Transit and the City of Santa Rosa have recently  
completed upgrades to the transit mall. Security patrols overnight  
in the transit mall to help enforce camping and prevent incidents.  
Staff attempts to connect people to programming and make calls  
out for support to schools, inRESPONSE and law enforcement.  
Downtown Santa Rosa Plaza  
Shared that SRPD will be on site through the holidays and they  
have a canine unit on property. The Sears has closed and is no  
longer an entrance. The Plaza received a grant to be able to  
obtain license plate readers to help collect evidence.  
District Attorney's Office not present.  
Schools:  
Safe Campus Intervention Program (SCIP) from the Violence  
Prevention Partnership continues to operate groups on campus  
and build more connections.  
Roseland School District  
Jessica Peterson shared excitement to start working with SCIP  
and having groups on campuses. Threat assessment meetings  
held to support students.  
Santa Rosa City Schools  
Dr. Daisy Morales, Superintendent, expressed their continued  
focus on safety. They held a district wide training this November  
on safety. Echoed statements of if students feel safe and a  
sense of belonging at school, problems may be curtailed.  
Sonoma County Office of Education  
Working to increase county team support on campuses at  
behavioral threat assessment meetings.  
Comment from Policy Team:  
National Alliance on Mental Illness (NAMI) provides services to  
anyone in Sonoma County for free. CARE Court is a new civil  
court process starting in December 2024.

January 15, 2025 the Policy team will discuss goals and priorities.  
Suggested upcoming topics to bring New Hope for Youth sometime  
in the Spring and to continue discussing the development of the  
Clean Slate Tattoo Removal Program.
