This time is reserved for any Subcommittee Member to announce remote  
participation under the “Just Cause” provision of Government Code Section  
54953.8.  
3. PUBLIC COMMENTS  
This is the time when any person may address matters not listed on this  
agenda, but which are within the subject matter of the jurisdiction of this  
subcommittee. The public may comment on agenda items when the item is  
called. Each speaker is allowed up to three minutes.

AB 1572 BAN ON IRRIGATING NONFUNCTIONAL TURF  
Water Use Efficiency Staff will provide an update on program  
activities related to the state regulation banning irrigation of  
nonfunctional turf at specific accounts within the City’s service area  
beginning in 2027. Under the law, the City must update its municipal  
code to include the prohibitions and enforcement actions within the  
regulation and notify all impacted accounts no later than January 1,  
2027. Staff will review compliance timelines, the draft ordinance, and  
outreach approach. The Subcommittee may discuss this item and  
give direction to staff.
