BACKGROUND: Conditional Use Permit to add cannabis cultivation  
processing to the existing cannabis distribution application  
(CUP18-161). The project is exempt from the California Environmental  
Quality Act (CEQA).  
PROJECT PLANNER: Jandon Briscoe, City Planner  
RECOMMENDATION: It is recommended by the Planning and  
Economic Development Department that the Zoning Administrator  
approve a resolution for an amendment to the Minor Conditional Use  
Permit to allow Cannabis Cultivation Processing at 386 Yolanda  
Avenue, Suite A.  
Planner Briscoe presented.  
Janice Karrman spoke about the Zoning Administrator process.  
ZA McKay commented on the project.  
The applicant spoke about the project and the Planning & Economic  
Development Department.  
ZONING ADMINISTRATOR MCKAY APPROVED AS SUBMITTED  
RESOLUTION NO. ZA-2025-RES-044, ENTITLED:
