COMMUNITY WATER ACADEMY  
Staff will share background and details of the pilot Community Water  
Academy program. Participants will be recognized for their engagement  
and contribution. The Board may discuss this item and give direction to  
staff.

WATER SUPPLIES ALTERNATIVE PLAN ANNUAL UPDATE  
The Water Supply Alternatives Plan identified options for increasing the  
City's water supply resiliency and reliability and was accepted by the  
City Council in 2023. Staff will provide an update on the implementation  
of the plan, including the status of feasibility studies for several of the  
identified water supply options. The Board may discuss this item and  
give direction to staff.

SODIUM HYPOCHLORITE SUPPLY WITH PIONEER AMERICAS LLC  
C/O OLIN CORP  
RECOMMENDATION: It is recommended by Santa Rosa Water and the  
Finance Department that the Board of Public Utilities, by motion,  
approve the bid award and issuance of a one-year Blanket Purchase  
Order to Pioneer Americas LLC c/o Olin Corp, Houston, Texas, for the  
supply and delivery of sodium hypochlorite to the Laguna Treatment  
Plant, various pump stations, and the Farmers Lane Well Treatment  
Facility, in the not-to-exceed amount of $600,000.

MOTION - APPROVAL - THIRD AMENDMENT TO BLANKET  
PURCHASE ORDER 175255 FOR LIQUID ALUM  
RECOMMENDATION: It is recommended by Santa Rosa Water and the  
Finance Department that the Board of Public Utilities, by motion,  
approve the Third Amendment to Blanket Purchase Order (BPO)  
175255 with Chemtrade Chemicals Corporation, dba Chemtrade  
Chemicals US LLC (Chemtrade), to extend the term by one year and  
add compensation in the amount of $175,000, for a total cumulative  
BPO amount not to exceed $404,275.

REPORT - APPROVAL OF A PROFESSIONAL SERVICE  
AGREEMENT WITH THE CATALYST GROUP  
BACKGROUND: The City of Santa Rosa (City) is located in the Laguna  
de Santa Rosa Watershed (Laguna), a waterbody with documented  
water quality impairments. The City’s Regional Water Reuse Facility  
(Laguna Treatment Plant) has a special condition in its National  
Pollutant Discharge Elimination System (NPDES) permit addressing  
one of these impairments: phosphorus. Compliance is managed through  
the Water Quality Trading Framework (Framework). This permit  
condition is costly and difficult to implement, and the City has worked  
with the North Coast Water Quality Control Board (North Coast Water  
Board) to revise the compliance approach through staff-level  
discussions and by sponsoring a phosphorus-focused Blue-Ribbon  
Panel in 2018.  
This proposed action would approve a Professional Services  
Agreement with the Catalyst Group, in an amount not to exceed  
$441,979, to conduct a stakeholder analysis, convene a representative  
task force, and prepare a final report to inform the North Coast Water  
Board’s regulatory process for protecting water quality in the Laguna de  
Santa Rosa. The process is intended to simplify regulatory  
requirements, improve cost effectiveness, and direct compliance funds  
in a more strategic manner.  
RECOMMENDATION: It is recommended by Santa Rosa Water that the  
Board of Public Utilities, by motion, approve the Professional Services  
Agreement (PSA) with the Catalyst Group, to provide facilitation and  
water quality science services to support changes to water quality  
regulations in the Laguna de Santa Rosa. The contract amount is not to  
exceed $441,979.

REPORT - ANNUAL STORM WATER ENTERPRISE CHARGES  
BACKGROUND: On June 16, 2026, via City Council Resolution No.  
RES-2026-078, the City Council set the annual Storm Water Enterprise  
charge at $43.52 per Equivalent Residential Unit. Water Staff will  
request the Board of Public Utilities recommend the City Council  
approve the Storm Water Enterprise Charge Report and placement of  
the annual Storm Water Enterprise charges on the Sonoma County  
Property Tax Roll for collection.  
RECOMMENDATION: It is recommended by Santa Rosa Water that the  
Board of Public Utilities, by motion, recommend that the City Council,  
following a public hearing on August 18, 2026, adopt by two-thirds vote  
the Storm Water Enterprise Charge Report and approve placement of  
the Storm Water Enterprise charges on the Sonoma County Property  
Tax Roll for collection by the Sonoma County  
Auditor-Controller-Treasurer-Tax Collector at the same time and in the  
same manner as Sonoma County property taxes are collected, unless  
those charges do not meet the County minimum of $10 and/or parcel  
owner contact information is known to be incorrect.
