A motion was made by Board Member Narath, seconded by Board Member  
Schwarz, to approve as submitted. The motion carried by the following

6. PUBLIC COMMENTS ON NON-AGENDA MATTERS  
Johanna James expressed concern regarding proposed  
development on Lance Drive and the increase of vehicle,  
pedestrian, and bicycle traffic and asked that safety provisions and  
improvements for pedestrian walkways and bicycle paths be  
included in the project.  
James Duncan also expressed concern regarding the proposed  
development on Lance Drive. He stated another project in the area  
had a condition requirement to construct a paved pedestrian  
pathway that connected with existing facilities, and suggested the  
same requirement should be applied to the Lance Drive  
development project.  
7. REPORT ITEMS  
7.1  
REPORT - Fiscal Year 2025/2026 Transportation and Public Works  
Work Plan  
BACKGROUND: The Board may consider the Fiscal Year 2025/2026  
Transportation and Public Works Work Plan for active transportation  
projects.  
RECOMMENDATION: No action is required. The Board may provide  
input on the TPW Work Plan Projects and on overall project  
prioritization for the project team to consider for the ATP and for the CIP  
re-prioritization process.  
PUBLIC COMMENTS  
Duane DeWitt thanked staff for all the hard work, asked staff to get  
the funding, and spoke about Roseland Creek property and bike  
path.  
Emily Shartin of Sonoma County Bicycle Coalition commented  
about bike and pedestrian improvements being included with the  
project on Calistoga Road.  
Chris Guenther of Bikeable Santa Rosa spoke in favor of the  
improvement in the quality and organization of the information. He  
commented about improvements included in the project on Sonoma  
Avenue.  
Johanna James commented on the Jennings Avenue-SMART  
Crossing project and asked staff to do more to resolve the lack of  
progress.

7.2  
REPORT - Draft Recommended Projects for the Active Transportation  
Plan (ATP) and Phase 2 of Public Outreach  
BACKGROUND: Staff will present the draft recommended projects for  
the Active Transportation Plan and the Board will learn about Phase 2  
of public outreach.  
RECOMMENDATION: This item is for Board discussion and feedback  
on the recommended projects.  
PUBLIC COMMENTS  
Duane DeWitt thanked staff and the consultant for the presentation  
and spoke about community engagement in the Southwest area.  
Julia thanked staff for all the work and spoke about bike boulevards  
and the use of traffic calming measures, and the future process.  
David Harris spoke in favor of building more overcrossings to  
connect the City, and proposed the use of a prefab truss bridge for  
the Highway 101 Overcrossing and other projects as an alternative  
to be able to save money and build more infrastructure.  
James Duncan spoke in favor of prioritizing the Jennings Avenue  
SMART Crossing project and getting it built.  
Emily Shartin spoke in favor of the plan and network, and  
commented on prioritizing low stress facilities for bicyclists.

8. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS  
None.  
9. STAFF ANNOUNCEMENTS  
- The Draft General Plan and associated environmental impact  
report are currently available for review.  
- There are three public comment meetings for the Southeast  
Specific Plan being hosted by the Planning and Economic  
Development Department.  
- The next Council meeting will have a budget presentation by the  
Finance Department.  
- There will not be a BPAB meeting in November, but we do plan on  
having a meeting in December on the 19th.  
- The National Highway Transportation Safety Administration  
((NHTSA) has a public comment period open now regarding  
proposals for passenger vehicles.  
- The first round of new speed limit signs are being installed.  
- There has been a lack of a quorum for a few of the CBPAC  
meetings. BPAP members are encouraged to attend.

Vice Chair Ridlington adjourned the meeting at 6:03 p.m.
