Staff will update the Board on Water Capital Improvement projects in  
planning, design, and construction phases, as well as timelines for bids  
of those on-going design projects. The Board may discuss this item and  
give direction to staff.

EARTH DAY 2026 AT COURTHOUSE SQUARE  
Staff will provide information on Santa Rosa’s annual Earth Day event  
taking place at the Courthouse Square on Saturday, April 25, 2026 from  
12:00 pm-4:00 pm. The Board may discuss this item and give direction  
to staff.

MOTION - PROFESSIONAL SERVICES AGREEMENT AMENDMENT  
NO. 2 APPROVAL - CONSTRUCTION MANAGEMENT AND  
INSPECTION SERVICES FOR THE LAGUNA TREATMENT PLANT  
DISINFECTION AND DIVERSION IMPROVEMENTS PROJECT WITH  
PSOMAS  
RECOMMENDATION: It is recommended by Santa Rosa Water and the  
Transportation and Public Works Department that the Board of Public  
Utilities, by motion, approve Amendment No. 2 to Professional Services  
Agreement No. F002234 with Psomas, Inc. of Walnut Creek to provide  
additional Construction Management and Inspection Services for the  
Laguna Treatment Plant Disinfection and Diversion Improvements  
Project in the amount of $490,663.00 for a total contract amount not to  
exceed $4,962,409.00.

APPROVAL - ENGINEERING SERVICES DURING CONSTRUCTION  
AND COMMISSIONING SUPPORT FOR CONSTRUCTION OF THE

RECOMMENDATION: It is recommended by Santa Rosa Water and the  
Transportation and Public Works Department that the Board of Public  
Utilities, by motion, approve Amendment No. 6 to Project Work Order  
No. A010014-2011-09 under the Master Professional Services  
Agreement with Carollo Engineers, Inc. of Walnut Creek to provide  
additional Engineering Services During Construction and  
Commissioning support for the Laguna Treatment Plant Disinfection  
Improvements Project in the amount of $557,000 for a total contract  
amount not to exceed $9,012,375.

RECOMMENDATION: It is recommended by Santa Rosa Water and the  
Transportation and Public Works Department that the Board of Public  
Utilities, by motion, award Contract No. C02114, Robles Trunk Lining  
Phase 1, in the amount of $4,373,700.00 to the lowest responsible  
bidder, SAK Construction, LLC, of Rocklin, California, approve a 10%  
contract contingency, and authorize a total contract amount of  
$4,811,070.00.

RECOMMENDATION: It is recommended by Santa Rosa Water and the  
Transportation and Public Works (TPW) Department that the Board of  
Public Utilities (Board), by resolution, approve sole source Project Work  
Order No. A010131-2025-01 under the Master Professional Services  
Agreement with NV5 Consultants, Inc., of Sacramento, California, to  
provide Professional Engineering Design Services for the Santa Rosa  
Water Consolidation Project, Contract No. CO 2269, in an amount not  
to exceed $859,746.00.

MOTION - APPROVAL - FOURTH AMENDMENT TO BLANKET  
PURCHASE ORDER 166906 FOR ONE YEAR EXTENSION AND TO  
INCREASE COMPENSATION FOR FERRIC CHLORIDE DELIVERY  
RECOMMENDATION: It is recommended by Santa Rosa Water and the  
Finance Department that the Board of Public Utilities, by motion,  
approve the Fourth Amendment to Blanket Purchase Order (BPO)  
166906 with Pencco, Inc., Sealy, Texas, for ferric chloride delivery to  
extend the agreement for one year with no increase in unit price and to  
increase compensation in the amount of $300,000.00 for a  
not-to-exceed cumulative value of $1,972,082.99.

REPORT - FY 2026-27 WATER, LOCAL WASTEWATER, REGIONAL  
REUSE AND STORM WATER AND CREEKS OPERATING AND  
MAINTENANCE, CAPITAL IMPROVEMENT, AND DEBT SERVICE  
BUDGET AND ALLOCATION OF COSTS - RECOMMENDATION TO  
CITY COUNCIL  
BACKGROUND: Santa Rosa Water manages the City of Santa Rosa’s  
Water, Local Wastewater, Regional Reuse, and Storm Water and  
Creeks enterprise funds under the general policy authority and direction  
of the Board of Public Utilities (BPU) per the City Charter. The Regional  
Water Reuse System, managed by Santa Rosa Water, serves five  
member agencies - Santa Rosa, Rohnert Park, Sebastopol, Cotati, and  
the Sonoma County South Park Sanitation District, each hereinafter  
referred to as “User Agency” or collectively as “User Agencies”. The  
Operating Agreement (Agreement) between the User Agencies requires  
Santa Rosa Water to annually prepare a Budget and Allocation of Costs  
for the Regional Water Reuse System and notify the User Agencies of  
these costs by May of each year. The BPU annually recommends  
proposed fiscal year Water, Local Wastewater, Regional Reuse, and  
Storm Water and Creeks budgets to the City Council to be included in  
the annual City budget adoption.  
RECOMMENDATION: It is recommended by the Board of Public  
Utilities Budget Subcommittee, the Subregional Technical Advisory  
Committee (SubTAC), and Santa Rosa Water that the Board of Public  
Utilities, by resolution, recommend that the City Council approve the  
proposed Fiscal Year 2026-27 Water, Local Wastewater, Storm Water  
and Creeks and Regional System fund Operations and Maintenance,  
capital expenditure, and debt service appropriation requests, and the  
resulting cost allocations.
