OFF-SITE CONSUMPTION - CONDITIONAL USE PERMIT - 136  
COLLEGE AVENUE - CUP22-052 (CONTINUED FROM AUGUST 24,  
2023)  
BACKGROUND: 7-Eleven is requesting a Condition Use Permit for the  
sale of beer and wine for off-site consumption. The project is exempt  
from the California Environmental Quality Act (CEQA).

Ex Parte Disclosures:  
Commissioner Sanders disclosed he spoke to people in the  
neighborhood.  
Vice Chair Duggan disclosed she watched the August 24, 2023  
meeting video a couple times and took notes, reviewed the  
materials and had a brief conversation with Denise Hill who wrote a  
letter provided in the agenda packet.  
Chair Weeks gave background information about the meeting on  
August 24, 2023 and explained the item was continued due to a split  
vote.  
Planner Murray presented.  
Applicant representatives made a presentation.  
Staff and Applicant representatives responded to Commissioner  
inquiries.  
Chair Weeks re-opened and closed the public hearing at 4:55 P.M.  
A motion was made by Commissioner Carter, seconded by Commissioner  
Peterson, to waive reading of the text and adopt:  
RESOLUTION NO. PC-2023-023 ENTITLED: RESOLUTION OF THE  
PLANNING COMMISSION OF THE CITY OF SANTA ROSA MAKING  
FINDINGS AND DETERMINATIONS AND APPROVING A CONDITIONAL USE  
PERMIT TO ALLOW 7-ELEVEN, AN EXISTING CONVENIENCE STORE AT  
136 COLLEGE AVENUE, TO SELL BEER AND WINE FOR OFFSITE  
CONSUMPTION - CITY FILE NO. CUP22-052
