Duane DeWitt made comments regarding the distribution of CAB  
grant funds and how they should be reserved for districts in the city  
that are economically less fortunate.  
Diane Ballard made comments regarding her opposition to the  
proposed public garden in Westgate Park.

PRESENTATION - FLOCK SAFETY  
The Santa Rosa Police Department will present information regarding  
the uses of Automatic License Plate Reader technology by Flock Safety  
to capture objective evidence without compromising individual privacy.  
John Cregan, SRPD Chief, gave a presentation and answered  
Member questions.  
Public Comments:  
Denise Coey made comments regarding the types of Flock  
cameras in use in Santa Rosa and asked if SRPD intends to use  
any variations on the model.  
Nick Brandt made comments regarding his trust in SRPD but that he  
does not have confidence that the information Flock collects will not  
be abused.  
Sonja Taylor made comments regarding being surveilled by Flock  
cameras, the leaking of collected information in other jurisdictions  
that use the technology, and how people have an expectation of  
privacy in their homes.  
Cameron Member made comments regarding expanding AI  
surveillance, how the main goal of the technology is to obtain profits  
from amassing information, and the loss of civil liberties.  
Sophia Maloney-Norton made comments regarding her concerns  
about the ethics of Flock, the violation of constitutional principals, the  
investment in the company by venture capitalists, and the possible  
sharing of data with Federal agencies.  
Parker Christine made comments regarding discomfort with Flock  
surveillance, the difference between cell phone recordings and data  
stored by Flock cameras, and the attack upon the Fourth  
Amendment.  
Stephanie made comments regarding the difficult in obtaining  
information from SRPD through a public records request, the lack of  
accuracy in Flock data, and the possible sharing of data with Federal  
agencies.  
Nick Sayer made comments regarding the number of SRPD staff  
members conducting audits, and if surveillance is part of the vision  
for Santa Rosa communities.  
Brandon Connors made comments regarding the use of Flock  
cameras in private parking lots, and the use of data gathered by the  
cameras to solve crime.  
Unidentified Citizen made comments regarding a lack of trust in  
those who have access to Flock data, and the money that supports  
mass surveillance,  
Jenny Gilpin made comments regarding the funding behind Flock  
cameras, Flock's ability to retain captured data indefinitely, and the  
harm caused to society by data-harvesting companies.  
Candice Ludlow made comments regarding lack of trust in AI  
companies, the ability to hack into Flock data, and the dangers of the  
current Federal administration.  
Jamie Aikers made comments regarding a lack of trust in the police,  
and the ability for Flock data to be abused by the police.  
Unidentified Citizen made comments regarding terminology for  
surveillance cameras, the use of Flock data to track movements of  
citizens, and the need to have more police officers instead of  
investing in Flock technology.  
Janelle Paine made comments regarding agencies that audit  
SRPD's use of Flock data, how long data from Flock cameras is  
kept, the contributions of Flock cameras to crime prevention, and  
the discomfort of being tracked on a daily basis.  
Unidentified Citizen made comments regarding disagreement with  
having the Flock cameras in Santa Rosa and a desire to have them  
removed.  
Elia made comments regarding concerns about how the Flock  
cameras impact the immigrant community.  
Diana Kingsbury made comments regarding concerns about how  
policies about Flock cameras may change and the possibility of data  
being shared with Federal agencies.

PRESENTATION - PUBLIC OUTREACH FOR THE GREENWAY  
CONNECTIVITY STUDY  
The Transportation and Public Works Department will present  
information on the public outreach campaign for the Greenway  
Connectivity Study. This item is provided for information or for  
comments and no formal action will be taken.  
Torina Wilson, Transportation Planner, gave a presentation and  
answered Member questions.

PRESENTATION - COMMUNITY IMPROVEMENT GRANT UPDATE:  
GUIDELINES, APPLICATION, AND REPORTING MATERIALS  
Staff will present updates to the Community Improvement Grant (CIG)  
Program Guidelines, Application, and Reporting Materials to improve  
clarity, strengthen accountability, and streamline program  
administration. The Community Advisory Board will review the proposed  
changes and provide feedback.

and answered Member questions.

MOTION - COMMUNITY IMPROVEMENT GRANTS DETERMINATION  
- VINCE HARPER’S SOUTH PARK DAY & NIGHT FESTIVAL  
BACKGROUND: The Community Advisory Board (CAB) reviews and  
approves the 2026 Community Improvement Grant Applications. The  
Board shall award grants to the applicants whose projects best meet  
the criteria. There are two grants that have been submitted for the  
July-Aug 2026 period:  
EFZM Engage is requesting $2,500 to support the 2026 Harper's South  
Park Day & Night Festival, a free community event that connects  
families with essential health, wellness, and community resources. The  
festival provides free food, entertainment, a family movie, prizes,  
vaccinations, reading glasses, and resources. Building on the success  
of last year's event, which offered on-site vaccinations and vision  
services, EFZM Engage plans to continue these services and expand  
access by hopefully adding dental care. The festival promotes health,  
education, and community engagement while increasing awareness of  
available services and programs.  
RECOMMENDATION: It is recommended by the Communications and  
Intergovernmental Relations Department that the Community Advisory  
Board, by motion, determine the dispersion of this Community  
Improvement Grant for the July-Aug 2026 period.

MOTION - COMMUNITY IMPROVEMENT GRANTS  
DETERMINATION-NEW ROSELAND REGIONAL LIBRARY MOSAIC  
SCULPTURE  
The Sonoma County Library Foundation is requesting $2,500 to support  
community engagement activities for the New Roseland Regional  
Library Mosaic Sculpture project. The mosaic will serve as a welcoming  
visual landmark that reflects the culture, heritage, and identity of the  
Roseland community. A central component of the project is community  
participation, with opportunities for residents to help shape the artwork  
through public workshops, artist meet-and-greets, design feedback  
sessions, and the unveiling event. The project aims to incorporate local  
voices and lived experiences into the final design while fostering  
community connection, ownership, and creative engagement.  
RECOMMENDATION: It is recommended by the Communications and  
Intergovernmental Relations Department that the Community Advisory  
Board, by motion, determine the dispersion of this Community  
Improvement Grant for the July-Aug 2026 period.

Public Comments:  
Pat Cuda, Sonoma County Library Foundation Board Member,  
made comments regarding fund raising for the library and offered  
details on the mosaic sculpture proposed in the grant request.  
A motion was made by Board Member Daulton, seconded by Board  
Member Knowles, to approve the grant application for the Sonoma County  
Library Foundation new Roseland Regional Library Mosaic Sculpture for  
$2500.00.

8. CAB ANNOUNCEMENTS AND ISSUES OF CONCERN TO CITY RESIDENTS  
Vice Chair Frates made a recommendation for all CAB Members to  
report out to their district City Council Members the amount of  
interest expressed by city residents regarding the Flock agenda  
item.  
Member Daulton stated that he has been tracking the development  
planned for the property next to St. Eugene's on Montgomery Road.  
Member Knowles expressed concern regarding the stewardship of  
the Prince Memorial Greenway and the removal of redwood trees by  
PG&E.  
Chair Rodriguez made comments regarding the construction on  
Calistoga Road and providing updates for the residents in that area.

9. STAFF UPDATES  
Ana Horta (Community Engagement Manager), and Misti Wood  
(CIRO Officer), provided information and answered Member  
questions regarding the following events and updates:  
On July 23, a film is being shot in downtown Santa Rosa.  
Communications and Intergovernmental Relations has diligently  
done public outreach to inform residents of the filming due to the  
nature of scenes that depict ICE interactions. The City of Santa  
Rosa encourages and welcomes film productions done with the  
proper permitting and noticing.  
The Transportation and Public Works Department is asking our  
community to help shape the future of Santa Rosa's trail network  
by participating in the Greenway Connectivity Study In-Person  
Workshop on July 29, 635 1st Street, from 6 to 7:30 p.m. Come  
and learn about project alternatives, ask questions, and provide  
input. Free snacks and childcare will be available.  
Also on July 29, the Planning Division is hosting a Virtual Community  
Meeting to obtain community feedback on the Draft Alternative for  
the South Santa Rosa Specific Plan. The meeting will be held via  
Zoom from 5:30 to 6:30 p.m. For details about the meeting and

On August 5, the Santa Rosa Police Department is hosting National  
Night Out from 4:30 to 7:30 pm. at Dick’s Sporting Goods  
parking lot. This fun family-friendly event will feature booths from  
local organizations and public safety agencies, food and drinks,  
and fun activities for kids. National Night Out is an annual  
community-building campaign that promotes police-community  
partnerships and neighborhood camaraderie.  
From August 14 through October 31, the City of Santa Rosa, in  
partnership with the local business community, will host the Ross  
Street Activation on the eastern side of Ross Street. This vibrant  
activation will feature art installations, live music, lunchtime food  
trucks, and family-friendly activities designed to bring people  
together and enhance the downtown experience.  
On September 12, join the Vince Harper's 17th South Park Day and  
Night Festival at Martin Luther King Jr Park, 1671 Hendley St,  
from 2 to 5:30 p.m. The festival celebrates the South Park  
neighborhood while connecting community members with  
valuable resources, educational opportunities, and local  
organizations in a fun, family-friendly environment.  
On September 17, join the Santa Rosa Police Department to learn  
about Flock Automated License Plate Reader cameras, how they  
support investigations of serious crimes, and the privacy  
protections and policies that govern their use. Chief Cregan and  
SRPD staff will answer questions.  
On September 21, the City of Santa Rosa will be presenting the  
2026 Merit Awards to honor this year's outstanding volunteers.  
The ceremony starts at 7 p.m. at the Finley Community Center.  
Park-A-Month Volunteer Clean-up takes place on the second  
Saturday of each month from 9 a.m. to 12 p.m. Gather your  
friends, connect with neighbors, and help keep Santa  
Rosa’s parks clean, safe, and welcoming for everyone.

Santa Rosa Water hosts bi-monthly volunteer creek cleanups on the  
first and third Saturday of each month at the Prince Memorial

The Santa Rosa City Council and Community Advisory Board will  
host a series of District-based Community Meetings from late  
August through September. These meetings will provide  
residents with an opportunity to connect directly with City leaders,  
learn about local initiatives, share feedback, and discuss issues  
that matter most to their neighborhoods. Additional details will be  
announced soon.
