PUBLIC HEARING - HOUSING ELEMENT IMPLEMENTATION -

PLN25-0397 (THIS ITEM WAS CONTINUED FROM THE DECEMBER

11, 2025 PLANNING COMMISSION MEETING)

BACKGROUND: Amendments to Titles 20 and 21 of the Santa Rosa

City Code to implement goals, policies, and programs within the

2023-2031 Housing Element and State law.

RECOMMENDATION: The Planning and Economic Development

Department recommends that the Planning Commission, by resolution,

recommend to the City Council adoption of amendments to Titles 20

and 21 of the Santa Rosa City Code to implement goals, policies, and

programs within the 2023-2031 Housing Element and State law.

Project Planner Christian Candelaria presented.

The Commissioners had no questions for staff.

Chair Weeks opened and closed the public hearing at 4:53 pm.

A motion was made by Commissioner Sanders, seconded by Vice Chair

Duggan, to waive reading of the text and adopt:

RESOLUTION NO. PC - RES - 2026-001 ENTITLED: RESOLUTION OF THE

PLANNING COMMISSION OF THE CITY OF SANTA ROSA RECOMMENDING

TO CITY COUNCIL APPROVAL OF AMENDMENTS TO TITLE 20 AND TITLE

21 OF THE CITY CODE TO IMPLEMENT THE 2023-2031 HOUSING

ELEMENT AND STATE LAW – FILE NUMBER PLN25-0397.

The motion carried by the following vote:
