WORKERS’ COMPENSATION CLAIMS PROGRAM  
RECOMMENDATION: It is recommended by the Human Resources  
Department, Risk Management Division, that the Council, by resolution,  
approve a Professional Services Agreement Number F001424, with  
LWP Claims Solutions, Inc., Sacramento, California for third party  
claims administration and related services for the City’s worker’s  
compensation for a period of three years, with an option for four  
additional one-year extensions, in an amount not to exceed $3,448,108  
for the seven years.

WITH LEGAL AID OF SONOMA COUNTY  
RECOMMENDATION: It is recommended by the Housing and  
Community Services Department that the Council, by resolution,  
approve a Fourth Amendment to Professional Services Agreement  
Number F002014 with Legal Aid of Sonoma County to increase  
compensation by $111,000, including $50,063.23 of City General Fund  
and $60,936.77 of Federal Coronavirus Aid, Relief, and Economic  
Security Act (CARES Act) Community Development Block Grant  
(CDBG-CV) funds for a total amount not to exceed $488,000, and to  
extend the time of performance from June 30, 2023, through June 30,  
2024.

RECOMMENDATION: It is recommended by the Fire and Finance  
Departments that the Council, by resolution, approve a Third  
Amendment to Professional Service Agreement Number F002302 with  
Bureau Veritas North America, Inc., a Delaware Corporation for Fire  
Code plan review services increasing compensation by $275,000, for a  
total amount not to exceed $570,000.

RESOLUTION - APPROPRIATIONS LIMIT FISCAL YEAR 2023-24  
RECOMMENDATION: It is recommended by the Finance Department  
that the Council, by resolution: (1) adopt the Article XIIIB appropriation  
limit for the City of Santa Rosa at $319,856,000 for the Fiscal Year  
2023-24; and (2) approve the inflation and population factors used in  
the calculation of the limit for Fiscal Year 2023-24.

RECOMMENDATION: It is recommended by the Water, Finance,  
Recreation and Parks, and Transportation and Public Works  
Departments that the Council, by resolution, approve the Fourth  
Amendment to Professional Services Agreement Number F001766 with  
Woolpert, Inc., to provide Cityworks software licenses and  
implementation services, increasing the compensation by $367,200, for  
a total contract amount of $2,323,467, and extending the performance  
period through June 2026.

Community Services Department that the Council, by resolution,

proclaimed a local homeless emergency within Santa Rosa.

-ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA ROSA  
ADOPTING ZONING CODE TEXT AMENDMENT TO TITLE 20 OF  
THE SANTA ROSA CITY CODE, CHAPTER 20-48, SHORT-TERM  
RENTALS, TO PROVIDE ADDITIONAL TIME PERIOD TO SUBMIT  
APPLICATIONS TO RENEW EXPIRED SHORT-TERM RENTAL  
PERMITS ISSUED DURING FIRST YEAR OF SHORT-TERM RENTAL  
ORDINANCE. FILE NUMBER REZ23-001  
RECOMMENDATION: This ordinance, introduced as part of a broader  
package of amendments at the June 6, 2023, Regular Meeting by a  
6-1-0 vote (Fleming no), amends the text of Section 20-48.040 of Title  
20 of the Santa Rosa City Code, Chapter 20-48, Short-Term Rentals, to  
provide a 30-day grace period, following the adoption of the ordinance,  
to submit applications to renew expired Short-Term Rental Permits  
issued during the first year of the Short-Term Rental Ordinance.  
On June 6, 2023, after a duly noticed public hearing, Council introduced  
a series of amendments to the text of Chapter 20-48, Short-Term  
Rentals. Council directed that (a) staff return as quickly as possible  
with an amendment to provide the 30-day grace period set forth in this  
proposed ordinance, and (b) staff return at a later date with a  
comprehensive ordinance setting forth the remaining amendments  
introduced on June 6th. The ordinance presented here is thus the first  
step of a two-part ordinance adoption.

REPORT - INDEPENDENT POLICE AUDITOR ANNUAL REPORT  
BACKGROUND: On November 30, 2021, the City entered into contract  
with the OIR Group to become an independent auditor of the Santa  
Rosa Police Department. The OIR group reports directly to the City  
Manager and reviews internal investigations, conducts audits of  
policies, practices and records, and conducts community outreach.  
RECOMMENDATION: It is recommended by the Police Department that  
the Council receive a presentation by the OIR Group LLC (OIR) of the  
annual report of Santa Rosa Police Department (SRPD) oversight. This  
is for information and no action will be taken.

PUBLIC HEARING - AMENDMENT TO CHAPTER 6-66 OF THE  
SANTA ROSA CITY CODE, RENT CONTROL - MOBILEHOMES, TO  
SET CUMULATIVE LIMIT ON RENT INCREASES FOR COMBINED  
CALENDAR YEARS 2023 AND 2024  
BACKGROUND: In December 2022, the Council adopted an  
Amendment to the Mobilehome Rent Control Ordinance (Chapter 6-66)  
that reduced the maximum annual allowable rent increase for a  
mobilehome space from 100% of the Consumer Price Index (CPI) up to  
a 6% increase, to 70% of CPI up to a 4% increase. The Amendment  
took effect on January 6, 2023. Some mobilehome parks, however, had  
rent increases effective January 1, 2023, at 100% of CPI, which was  
5.7%. Mobilehome parks with rent increases on and after January 6,  
2023, applied the new reduced rate of 70% of CPI or 3.99%. Staff has  
been evaluating options to provide a remedy for the residents of  
mobilehome parks that had increases at 100% of CPI in early January  
2023, and has determined that a further adjustment to the Ordinance is  
appropriate to provide consistency and equity in application of the  
Ordinance going forward.  
RECOMMENDATION: It is recommended by the Housing and  
Community Services Department that the Council introduce an  
ordinance amending Chapter 6-66 of the Santa Rosa City Code, Rent  
Control - Mobilehomes, to limit the cumulative rental increase for any  
mobilehome space in the combined calendar years 2023 and 2024 to  
the lesser of:  
(A)Four percent (4%) rent increase for 2023, plus the allowed  
increase in rent for 2024 under Chapter 6-66 (equal to 70% of  
the increase in annual CPI as of August 2023, not to exceed  
4%), or  
(B) Eight percent (8%) of the rent charged for the space in 2022.

OF SANTA ROSA FY 2023-24 OPERATIONS & MAINTENANCE  
BUDGET AND CAPITAL IMPROVEMENT PROGRAM BUDGET  
BACKGROUND: The City Charter specifies numerous actions to take  
place leading up to the City Council adopting a budget prior to the last  
day of June each fiscal year. City staff published a summary of the  
current year budget (FY 2022-23) on December 5, 2022; held a budget  
priorities public hearing on January 10, 2023; held a budget study  
session on May 9-10, 2023; published a budget summary and public  
hearing notice on June 5, 2023; and, made copies of the proposed  
June 5, 2023.  
RECOMMENDATION: It is recommended by the City Manager and the  
Finance Department that the Council: 1) hold a Public Hearing to  
consider the Fiscal Year (FY) 2023-24 Operations and Maintenance  
Budget and the FY 2023-24 Capital Improvement Program (CIP)  
Budget; 2) by eight separate resolutions adopt the City (FY) 2023-24  
Operations and Maintenance Budget and FY 2023-24 Capital  
Improvement Program Budget; and 3) by resolution amend, the Police,  
Fire and Violence Prevention Partnership Measure O Transaction and  
Use Tax Implementation Plan to adjust for Fiscal Year 2023-24 budget  
and forecasted budget amounts for all Measure O programs.
