Pursuant to the Council’s economic and community vibrancy goal to  
sustain and develop a diverse and thriving economy that benefits Santa  
Rosa residents and businesses and contributes to the community’s  
economic health while preserving historical and cultural integrity, a  
strategic action plan has been developed. The plan focuses on  
objectives and tactics around business and workforce retention,  
expansion, and attraction, including resiliency and community  
investment, physical infrastructure, and access and opportunity.

RESPONDER ADVANCED LIFE SUPPORT SERVICES BETWEEN  
THE CITY OF SANTA ROSA AND THE SONOMA COUNTY FIRE  
DISTRICT (THIS ITEM IS BEING CONTINUED TO THE JANUARY 9,  
2024 REGULAR MEETING.)  
RECOMMENDATION: It is recommended by the Fire Department that  
the Council, by resolution, approve the City Manager to authorize and  
execute a Partnership Agreement with Sonoma County Fire District for  
First Responder Advanced Life Support Services, for the City to receive  
annual funding in the amount of $1,500,000 and future funding for  
Emergency Medical Service system enhancements within the City of  
Santa Rosa.

RESOLUTION - FIRST AMENDMENT TO PROFESSIONAL  
SERVICES AGREEMENT - EBA ENGINEERING - FOR LIMITED  
PHASE 1 ENVIRONMENTAL SITE ASSESSMENT SERVICES  
RECOMMENDATION: It is recommended by Real Estate Services that  
the Council, by resolution, approve a First Amendment to Professional  
Services Agreement Number F002657 with EBA Engineering, of Santa  
Rosa, California to increase compensation under the Agreement for  
City-wide on-call Limited Phase 1 Environmental Site Assessments by  
$250,000.00, for a total amount not to exceed $349,000.00.

Services Agreement with Callander Associates Landscape Architecture,  
Inc., Gold River, California, to provide landscape architectural design  
and engineering services to prepare a master plan amendment and  
construction documents for improvements to Martin Luther King Jr.  
Neighborhood Park and adjacent pedestrian and bike trail in an amount  
not to exceed $860,076.00.

RECOMMENDATION: It is recommended by the Human Resources and  
Fire Department that the Council, by resolution, amend the City’s  
Classification and Salary Plan to add 12.0 FTE firefighter positions per  
the FEMA SAFER grant award.

ORDINANCE ADOPTION SECOND READING- ORDINANCE OF THE  
COUNCIL OF THE CITY OF SANTA ROSA ADDING CHAPTER 9-30  
TO TITLE 9 HEALTH AND SAFETY OF THE SANTA ROSA CITY  
CODE PERTAINING TO HAZARDOUS VEGETATION AND FUELS  
MANAGEMENT  
RECOMMENDATION: This ordinance, introduced at the December 5,  
2023, Regular Meeting by a 7-0-0 vote, requires landowners to maintain  
defensible space in the City’s Wildland-Urban Interface Fire Area  
(WUIFA), requires the removal of dead trees and hazardous vegetation,  
and limits certain mulch under specific conditions from areas affected by  
wildfires and within the WUIFA.

REPORT - DECLARATION OF MULTIPLE CITY OWNED PARCELS  
AS EXEMPT AND NON-EXEMPT SURPLUS  
BACKGROUND: The City owns approximately 1400 pieces of real  
property. Many are pieces of right of way (ROW) that are left over  
(unused) from City projects. Real Estate Services has been working to  
catalogue these parcels and now that cataloging is complete, staff  
(Citywide, including Planning and Housing) has reviewed and analyzed  
50 of the parcels using specific criteria to determine the operational  
necessity and potential future use of each parcel. The twenty parcels in  
this action have been fully reviewed by Staff from many departments to  
understand how they were acquired and what their current or future use  
is; each meet the surplus criteria (i.e., no further necessary or  
operational use for the parcel as reviewed by internal City departments,  
the parcel is not deeded for a specific public purpose that would restrict  
disposition of it in any way, etc.).  
RECOMMENDATION: It is recommended by the Transportation and  
Public Works Department that the Council, by sixteen (16) resolutions,  
declare certain City owned parcels as exempt and non-exempt surplus,  
authorize and direct the City Manager or their designee to submit  
Notices of Availability for non-exempt parcels, convey exempt parcels to  
an adjacent property owner by bid procedure as set out in Council  
Policy 000-10, and take all necessary action to fully comply with the  
Surplus Lands Act.

REPORT - ARPA SPENDING PLAN UPDATE  
BACKGROUND: This item provides an update on ARPA programs,  
since the approval of the ARPA Spending Plan by the City Council in  
February 2022 and suggests modifications to the 2022 ARPA spending  
plan. In addition, staff seeks approval to shift funding between  
programs to address funding needs and ensure ARPA funds are spent  
during the period of performance.  
RECOMMENDATION: It is recommended by the City Manager’s Office  
and the Finance Department that the Council receive an update of the  
American Rescue Plan Act (ARPA) Spending Plan, and by Resolution:  
1) approve a change in the Spending Plan, moving budget totaling  
$2,000,000, from the Samuel Jones Hall Capital Projects Program to  
the Hearn Community Hub project; and 2) authorize the City Manager  
to shift funding between programs as needed, not to exceed $500,000  
without returning to Council, to comply with federal regulations ensuring  
all ARPA funds are expended within the period of performance.
