REPORT - CONDITIONALLY APPROVING AN EXTENSION FOR THE  
MATURING LOAN AND REGULATORY AGREEMENT FOR KAY MAR  
MOBILEHOME PARK - 515 WEST COLLEGE AVENUE.  
BACKGROUND: Kay Mar Mobilehome Park is comprised of 33  
individually owned mobilehomes for households 55 years and older,  
located at 515 West College Avenue. The Housing Authority has a loan  
on the property, in the principal amount of $172,250, maturing on  
October 18, 2026, and a Regulatory Agreement securing affordability,  
expiring on October 22, 2026. The owner, Kay Mar Inc., is unable to  
repay the loan at maturity and has requested a 15-year extension  
through October 18, 2041. As a condition of the loan extension, the  
Regulatory Agreement would also be extended through October 18,  
2041.  
RECOMMENDATION:  
The Housing and Community Services Department recommends that  
the Housing Authority, by resolution, conditionally approve an extension  
for the maturing loan, and Regulatory Agreement for Kay Mar  
Mobilehome Park located at 515 West College Avenue, to extend the  
term by fifteen (15) years from October 18, 2026 to October 18, 2041.

REPORT - APPROVING A CONDITIONAL COMMITMENT OF  
REHABILITATION FUNDS FOR STONY POINT COMMONS  
LOCATED AT 2643 STONY POINT ROAD.  
BACKGROUND: Community Support Network (CSN), a local non-profit,  
submitted an emergency request for rehabilitation funding in the amount  
of $154,000 to address fire sprinkler and restroom repairs at Stony  
Point Commons. Staff is recommending the Housing Authority approve  
a conditional commitment of up to $177,000 to provide contingency  
funds for additional needs that may occur during the repairs.  
RECOMMENDATION: The Housing and Community Services  
Department recommends that the Housing Authority, by resolution,  
approve a conditional commitment of rehabilitation funds for emergency  
fire sprinkler and restroom repairs in an amount up to $177,000 to  
Community Support Network for Stony Point Commons, a 16-unit single  
room occupancy (SRO) facility for individuals with behavioral health  
needs located at 2643 Stony Point Road and extend the term of the  
Housing Authority’s loans by ten (10) years from March 28, 2032 to  
March 28, 2042.

REPORT - FISCAL YEAR 2026-2027 NOTICE OF FUNDING  
AVAILABILITY - FUNDING RECOMMENDATIONS  
BACKGROUND: In response to the Fiscal Year 2026-2027 Notice of  
Funding Availability (“NOFA”) announcing approximately $3.6 million in  
funds for rehabilitation, acquisition, and development of affordable  
housing; the Housing Authority received two applications requesting $4  
million for 93 affordable units. The two applications were received for  
new construction projects.  
The projects were evaluated and ranked based on project readiness,  
affordability, bedroom size, special needs set asides, leveraging, project  
competitiveness, developer and management experience, services and  
amenities, and other factors. The NOFA Ad-Hoc Review Committee  
reviewed the project applications and is recommending funding for both  
projects.  
RECOMMENDATION: The Housing and Community Services  
Department recommends that the Housing Authority, by two resolutions,  
approve conditional commitments of loan funds to: 1) Community  
Revitalization and Development Corporation in the amount of  
$2,000,000 for acquisition costs for Ponderosa Village Phase II located  
250 Roseland Avenue; and 2) Caritas Homes Phase II, LP, in the  
amount of $1,642,571 for construction costs for Caritas Homes Phase II  
located at 360 Seventh Street.

REPORT - REVISIONS TO HOUSING CHOICE VOUCHER PROGRAM  
ADMINISTRATIVE PLAN TO UPDATE POLICIES THAT CAN ACHIEVE  
COST-SAVING MEASURES TO HELP ADDRESS FUNDING  
SHORTFALL.  
BACKGROUND: The Administrative Plan is the major policy document  
guiding the ongoing administration of the federally regulated Housing  
Choice Voucher (HCV) rental assistance programs and all associated  
programs, including Project-Based Vouchers (PBV) and Emergency  
Housing Voucher (EHV) program. Revisions to the Administrative Plan  
must be adopted by the Housing Authority. The proposed revisions to  
the Administrative Plan are intended to implement cost-saving policies  
to reduce Housing Assistance Payment (HAP) expenditures and  
strengthen program controls associated with program abuse to help  
address the Housing Authority’s current funding shortfall.  
RECOMMENDATION: The Housing and Community Services  
Department recommends that the Housing Authority, by resolution,  
adopt revisions to the Housing Choice Voucher Program Administrative  
Plan to reflect policies that can achieve cost-saving measures to help  
address the Housing Authority’s current HAP funding shortfall.
