This time is reserved for any Subcommittee Member to announce remote  
participation under the “Just Cause” provision of Government Code Section  
54953.8.  
3. PUBLIC COMMENTS  
This is the time when any person may address matters not listed on this  
agenda, but which are within the subject matter of the jurisdiction of this  
subcommittee. The public may comment on agenda items when the item is  
called. Each speaker is allowed up to three minutes.

agenda item in-person from the Municipal Services Center South located at  
69 Stony Circle in Room 5.

4. NEW BUSINESS  
4.1  
PROPOSED PROFESSIONAL SERVICES AGREEMENT WITH  
SONOMA RESOURCE CONSERVATION DISTRICT  
The proposed Professional Services Agreement with the Sonoma  
Resource Conservation District (Sonoma RCD) will provide technical  
support for the City’s implementation of the Water Quality Trading  
Framework for the Laguna de Santa Rosa watershed. The agreement  
will support annual verification and reporting for existing credit  
generating projects and identify and evaluate potential future  
credit-generating projects needed to maintain compliance with the City’s  
National Pollutant Discharge Elimination System (NPDES) phosphorus  
effluent limitation. Santa Rosa Water recommends entering into a  
Professional Services Agreement with Sonoma RCD with an amount  
not to exceed $132,550.50.
