RECOMMENDATION: It is recommended by the Finance Department  
that the Council, by resolution, approve a second amendment to  
Blanket Purchase Order 160811 for 3G communications upgrade to 4G  
with IPS Group, Inc., San Diego, California, with an increase in the  
amount of $150,000, for a total amount not to exceed $1,410,000.

RECOMMENDATION: It is recommended by the Finance Department  
that the Council, by resolution, approve a Professional Services  
Agreement with Terris Barnes Walters Boigon Heath Lester, Inc., San  
Francisco, CA, to provide informational outreach relative to developing  
a November 2022 ballot measure to renew the City’s Public Safety  
Special Tax (known as Measure O), in an amount not to exceed  
$200,000.

GRANT AGREEMENT - WARMING CENTER  
RECOMMENDATION: It is recommended by the Housing and  
Community Services Department that the Council, by resolution: 1)  
approve a First Amendment to Grant Agreement for Public Service  
Providers Program Funds Catholic Charities of the Diocese of Santa  
Rosa CFDA #14.218, increasing the contract by $45,000 for a total  
amount of $247,000, for the activation of a Warming Center at the  
Homeless Services Center in response to extreme weather conditions;  
and 2) appropriate $45,000 from the Homeless Fund reserves  
necessary to fund the amendment.

RECOMMENDATION: It is recommended by the Transportation &  
Public Works Department and Santa Rosa Water that the Council, by  
resolution: 1) approve the First Amendment to the Professional Services  
Agreement Number F002238 with AECOM Technical Services, Inc. of  
Los Angeles, California, increasing compensation in the amount of  
$93,225.00, for a total contract amount to $347,315.00 for the purpose  
of providing professional technical services to evaluate Solar  
Photovoltaic Systems at identified City facilities; and 2) appropriate  
$35,157.00 from the General Fund unassigned reserves.

RESOLUTION - PROMOTIONAL FARE-FREE DAYS ON TRANSIT  
RECOMMENDATION: It is recommended by the Transportation and  
Public Works Department that the Council, by resolution, authorize the  
City Manager or designee to approve up to six fare-free service days  
per year on Santa Rosa CityBus to support community events and  
promote transit ridership recovery in coordination with county-wide  
transit operators.

RECOMMENDATION: It is recommended by the Fire Department that  
the Council, by resolution, acknowledge receipt of a report for 2021  
made by the Santa Rosa Fire Chief regarding the inspection of certain  
occupancies required to receive annual inspections pursuant to  
Sections 13146.2 and 13146.3 of the California Health and Safety  
Code.

RECOMMENDATION: It is recommended by the City Attorney that the  
Council, by resolution, make required monthly findings and authorize  
the continued use of teleconferencing for public meetings of the City  
Council and all of the City’s boards, commissions and committees  
pursuant to Assembly Bill 361.

RECOMMENDATION: It is recommended by the Housing and  
Community Services Department that the Council, by resolution,  
approve an extension of Resolution No. 28839 which formally  
proclaimed a local homeless emergency within Santa Rosa.

OF A LOCAL EMERGENCY RELATING TO THE THREAT TO  
COMMUNITY HEALTH POSED BY COVID-19  
RECOMMENDATION: It is recommended by the City Attorney’s Office  
that the Council, by resolution, declare that the proclamation of a state  
of local emergency within the City of Santa Rosa has been and remains  
in full force and effect without interruption.

MANAGER’S EMPLOYMENT AGREEMENT AND INTRODUCE AN  
ORDINANCE TO INCREASE THE COMPENSATION OF THE CITY  
MANAGER BY PROVIDING, EFFECTIVE APRIL 10, 2022, A 2.5%  
COST OF LIVING SALARY ADJUSTMENT AND $500 ANNUALLY FOR

RECOMMENDATION: It is recommended by the Human Resources  
Department that the Council: 1) by resolution, approve Amendment No.  
1 to the Employment Agreement of the City Manager; and 2) introduce  
an ordinance to increase the compensation of the City Manager by  
providing, effective April 10, 2022, a 2.5% Cost of Living Salary  
Adjustment and $500 annually for wellness.

2022, Regular Meeting by a 7-0-0 vote, will provide a one-time  
non-pensionable lump sum payment of $5,000 and effective November  
7, 2021, provide a 3% cost of living salary adjustment and $500  
annually for wellness. In addition, effective April 10, 2022, it will provide  
a 2.5% cost of living salary adjustment.

REPORT - SONOMA COUNTY WATER AGENCY 2022/23 WATER  
TRANSMISSION BUDGET AND RATE INCREASE  
BACKGROUND: The City of Santa Rosa purchases approximately 90%  
of the water supplied to our customers from the Sonoma County Water  
Agency (Sonoma Water). Sonoma Water is proposing to raise the  
wholesale rate of water by 6.06% from $1,000.46 to $1,061.04 per acre  
foot.  
The Board of Public Utilities reviewed Sonoma Water’s proposed  
budget and rate increase on March 17, 2022 and made a  
recommendation to City Council. The City Council may advise its  
representative to the Water Advisory Committee (WAC) prior to a WAC  
vote. The WAC is an advisory board to Sonoma Water. Ultimately, the  
Sonoma Water Board of Directors will have final authority to approve  
the proposed budget and rate increase.  
RECOMMENDATION: It is recommended by the Board of Public  
Utilities and Santa Rosa Water that the Council, by motion, consider the  
Sonoma Water’s 2022/23 Water Transmission Budget and proposed  
rate increase and provide direction to its Water Advisory Committee  
(WAC) representative for the WAC vote on April 4, 2022.

PUBLIC HEARING - REDISTRICTING OF CITY COUNCIL DISTRICTS:  
INTRODUCTION OF ORDINANCE TO ADOPT FINAL MAP  
ESTABLISHING NEW DISTRICT BOUNDARIES FOR ELECTION OF  
COUNCILMEMBERS (FAIR MAPS ACT) - FINAL PUBLIC HEARING  
BACKGROUND: On December 7, 2021, the Council held its first of a  
series of public hearings in the process for the decennial review of City  
Council Member district boundaries. Cities with district-based elections  
are required to update (“redistrict”) the district boundaries every ten  
years, following the receipt of updated population data from each  
federal decennial census. Santa Rosa is required to redistrict the  
Council district boundaries prior to the next City Council election in  
2022.  
The Fair and Inclusive Redistricting for Municipalities and Political  
Subdivisions (FAIR MAPS) Act requires cities and counties to engage  
communities in the redistricting process. The process must include at  
least four public hearings, one of which may be conducted as a  
community workshop.  
The four required public hearings have now been held. Draft district  
maps have been published, discussed and considered, including draft  
maps prepared by the public and by the City’s demographer. On March  
1, 2022, following the fourth public hearing, Council directed staff to  
elevate Map A2 for consideration and adoption. This will be the fifth and  
final public hearing to receive input from the community regarding  
adoption of a final map of voting districts for district-based elections of  
Council Members beginning in 2022.  
RECOMMENDATION: It is recommended by the City Attorney and City  
Clerk that the Council: 1) hold a public hearing to receive input from the  
community regarding the composition of voting districts for the  
district-based election of Council Members, in accordance with  
Elections Code section 21627.1; and 2) introduce an ordinance  
adopting a new district boundary map for the election of City Council  
members beginning in 2022.

PUBLIC HEARING - WATER DEMAND OFFSET POLICY, FEE  
STUDY, AND FEES  
BACKGROUND: The City of Santa Rosa is required by California Law  
to prepare an Urban Water Management Plan (UWMP) and Water  
Shortage Contingency Plan (Shortage Plan) every five years to assess  
the adequacy and reliability of water supplies for current and future  
needs as well as plan for and detail how the City will respond to various  
levels of water supply shortage. On November 18, 2021, the Board of  
Public Utilities (BPU), by resolution, recommended the City Council  
adopt the Water Demand Offset (WDO) Policy, WDO Fee Study, and  
WDO Fees which have been developed to implement the City’s  
Shortage Plan requirement that new construction must offset water  
demand during water shortage emergencies that require very restrictive  
water allocations (water rationing) by the City’s existing customers. On  
November 30, 2021, the City Council held a public hearing to receive  
public comments and provide input to staff. Council asked staff to  
complete additional analysis and develop potential alternatives for City  
Council consideration at a later date. On March 17, 2022, staff  
presented the additional information that was prepared in response to  
Council’s direction to the BPU. The BPU, by motion, reaffirmed their  
recommendation that the City Council adopt the Water Demand Offset  
(WDO) Policy, WDO Fee Study, and WDO Fees.  
RECOMMENDATION: It is recommended by the Board of Public  
Utilities and Santa Rosa Water that the Council, by resolution: 1) adopt  
Council Policy 000-72 - Water Demand Offset Policy; 2) adopt the  
Water Demand Offset Fee Study dated February 9, 2022; 3) adopt the  
Water Demand Offset Fees; and 4) authorize the Water Demand Offset  
Fees to be adjusted on an annual basis to account for inflation at the  
beginning of the calendar year (January 1) starting in 2023, using the  
Engineering News Record’s 20-Cities Construction Cost Index.
