7. REPORT ITEMS
7.1
REPORT - AUTHORITY TO ISSUE DESIGN-BUILD REQUEST FOR
PROPOSALS FOR THE LLANO TRUNK REHABILITATION PHASE 1
BACKGROUND: As part of the 2021 Sanitary Sewer Master Plan
Update, engineering consulting firm Woodard and Curran inspected
and assessed approximately 13 miles of large diameter trunk sewers
that are part of the City’s collection system to establish rehabilitation
and replacement priorities. Nearing the end of its useful life and
exhibiting a high risk of failure, sections of the Llano trunk were
identified as the highest priority with a recommendation for rehabilitation
within one to two years.
Utilization of a Design-Build (DB) delivery method could provide the City
with the best-qualified DB entity and expedite project delivery through
increased collaboration between the engineer, contractor, and City
during the design and permitting phases.
RECOMMENDATION: It is recommended by the Transportation and
Public Works Department and the Water Department that the Board of
Public Utilities, by motion, authorize the issuance of a Request for
Proposals for the Design-Build procurement method for the Llano Trunk
Rehabilitation Phase 1.
