LANDSCAPE SERVICES, INC. DBA SIGNATURE COAST HOLDINGS,  
LLC  
RECOMMENDATION: It is recommended by the Transportation and  
Public Work and Finance Departments that the Council, by resolution,  
approve a Third Amendment to General Service Agreement Number  
F002035 with BrightView Landscape Services, Inc. dba Signature  
Coast Holdings, LLC, Napa, CA for a one-year extension and increase  
in compensation to for citywide landscape services in the amount of  
$1,179,982.08, for a cumulative not to exceed value of $4,465,080.08.

RESOLUTION - APPROVAL OF PUBLIC WORKS CONTRACT WITH  
KONE INC. FOR MODERNIZATION OF THE ELEVATORS IN  
GARAGE 12 LOCATED AT 555 1ST STREET  
RECOMMENDATION: It is recommended by the Finance Department  
that the Council, by resolution, award Contract Number C02188 to  
Kone Inc., Moline, Illinois, for the modernization of the elevators in  
Garage 12 located at 555 1st Street in the amount of $930,000 with a  
contingency of $60,000.

REPORT - HOMELESSNESS SOLUTIONS STRATEGIC PLAN  
BACKGROUND: Following a competitive Request for Proposals (RFP)  
process, on March 1, 2022, Council approved Focus Strategies to  
develop a Homelessness Solutions Strategic Plan (Strategic Plan).  
Since then, staff has worked with Focus Strategies to draft the Strategic  
Plan, which involved a quantitative and qualitative assessment of the  
current response to homelessness in Santa Rosa and extensive  
stakeholder engagement. Staff is seeking Council approval of the  
Strategic Plan for the five-year period, 2023 through 2027, which  
provides key strategies and actions for the City to improve its response  
to homelessness in alignment with the Sonoma County Continuum of  
Care (CoC) to achieve “Functional Zero” homelessness. Additionally,  
staff is seeking the ability to make minor or non-substantive  
modifications to amend the Strategic Plan to ensure alignment with the  
CoC regional plan.  
RECOMMENDATION: It is recommended by the Housing and  
Community Services Department that the Council, by resolution: 1)  
approve the Homelessness Solutions Strategic Plan for the five-year  
period, 2023 through 2027, which provides key strategies and actions  
to improve the City’s response to homelessness in alignment with the  
Sonoma County Continuum of Care (CoC) to achieve “Functional Zero”  
homelessness; and 2) authorize the City Manager to make minor or  
non-substantive modifications to amend the Strategic Plan to ensure  
alignment with the CoC regional plan.

PUBLIC HEARING - WALNUT COURT PETITION FOR ADDITION TO  
THE TALBOT AREA RESIDENTIAL PERMIT PARKING ZONE  
BACKGROUND: Santa Rosa City Code 11-44.050 establishes that  
neighborhoods impacted by non-resident parking may submit a petition  
to Council to have their area added to the Residential Permit Parking  
Program (“Program”). Walnut Court has submitted a petition to be  
included in the Program. The Program was established to provide  
on-street parking relief in the form of time limited parking in  
neighborhoods being impacted by a high volume of non-resident  
parkers who are attracted to that particular area; such as Santa Rosa  
Junior College, the Fairgrounds, Memorial Hospital, and the periphery  
of downtown Santa Rosa. Residential units in the Program are eligible  
for permits which exempt them from the on-street time limits.  
RECOMMENDATION: It is recommended by the Finance Department  
that Council, by resolution, approve the Walnut Court petition to be  
included in the Talbot area Residential Permit Parking Program.

PUBLIC HEARING - CODE ADOPTION AND AMENDMENTS TO THE  
CALIFORNIA BUILDING AND FIRE CODES, CITY CODE CHAPTER

BACKGROUND: Adoption of Ordinances amending and adopting the  
California Fire and Building Codes; including the International Property  
Maintenance Code and the National Pollutant Discharge Elimination  
Permit.  
RECOMMENDATION: It is recommended by the Fire Department and  
the Planning and Economic Development Department that the Council:  
1) adopt an ordinance by reference, with local amendments, the 2022  
edition of the California Fire Code as adopted and amended by the  
State of California, for use in Chapter 18-44 of the Santa Rosa City  
Code, repeal existing sections not applicable to new codes and modify  
the Santa Rosa City Code to reflect the new model code; and 2) adopt  
an ordinance by reference, with local amendments, the 2022 California  
Administrative Code, 2022 California Building Code, 2022 California  
Residential Code, 2022 California Green Building Standards Code,  
2022 California Electrical Code, 2022 California Mechanical Code,  
2022 California Plumbing Code, 2022 California Energy Code, 2022  
California Historical Building Code, 2022 California Existing Building  
Code, 2022 California Referenced Standards Code, 2021 International  
Property Maintenance Code, and the National Pollutant Discharge  
Elimination Permit and Waste Discharge Requirements.
