may comment on agenda items when the item is called. Each speaker is  
allowed three minutes.

This time is reserved for City staff to provide a briefing on issues of interest.  
No action will be taken on these matters except to possibly place a particular  
item on a future agenda for consideration.

UPCOMING CODE ADOPTIONS - ALL-ELECTRIC ONLY  
REQUIREMENTS AND PROPOSALS  
Staff will provide an update on the 2019 City Council adopted  
All-Electric Only Ordinance. The requirement applies to all new  
Low-Rise Residential construction (3-stories or less). Council adopted  
a stand-alone ordinance based in the California Energy Code which  
required the execution of a cost-effectiveness study. The California  
Energy Commission has determined that Reach Code adoptions for  
decarbonization do not require a cost-effectiveness study for 2022  
codes provided the adoption resides within the California Green  
Building Standards Code. For 2023; it is proposed to adopt the  
All-Electric Only requirement for new Low-Rise Residential construction  
by amending the 2022 California Green Building Standards Code. The  
Subcommittee may discuss this item and provide direction to staff.

CITYBUS SHORT RANGE TRANSIT PLAN: SERVICE OVERVIEW  
AND PRIORITIES  
Staff will provide an update on the Short Range Transit Plan (SRTP).  
The SRTP serves as a policy, planning, and programming document,  
laying out the anticipated service plan, capital program, and operations  
budget over a ten-year period. All transit operators receiving federal  
funding through the Metropolitan Transportation Commission (MTC) are  
required to complete a SRTP every four years.  
In addition to providing a “road map” for short-term service and fare  
changes and capital program priorities, the SRTP serves as a critical  
step in the development of the Bay Area’s Regional Transportation Plan  
(RTP). Together, the SRTP and RTP justify the programming and  
awarding of state and federal operating and capital grants to support  
Santa Rosa CityBus. The Subcommittee may discuss this item and  
provide direction to staff.
