3. APPROVAL OF MINUTES  
November 16, 2022 Special Meeting Minutes

A motion was made by Board Member Rahmn, seconded by Vice Chair  
Weeks, to approve the November 16, 2023 meeting minutes. The motion  
carried by the following vote:

4. CAB ANNOUNCEMENTS  
Chair Graves welcomed new CAB Members, Huang, Sierra and  
Diaz De Leon.  
Member Huang announced upcoming events for the Redwood  
Empire Chinese Association in celebration of Chinese New Year.  
On January 28 the Children’s Museum will be having an event from  
10am-3pm. February 4 there will be a line dance performance at the  
Northwest Santa Rosa Library from 2pm to 3pm. February 5 there  
will be a line dance performance in Healdsburg in the morning.  
Member Diaz De Leon announced that there will be school vaccine  
clinics taking place next month in Santa Rosa at Shepherd  
Elementary on February 2 , and then at Taylor Mountain Elementary  
on February 9. There may be some at Elsie Allen High School and  
Steel Lane Elementary. These are free vaccines available for  
anyone in the community.  
Member Rodriguez announced that she will be leaving the meeting  
early.  
Member Lange announced that next month is Black History Month.  
She will be send out a full newsletter so everyone can calendar the  
upcoming programs and events for the month of February.  
Vice Chair Weeks announced that Santa Rosa Water is having one  
more presentation on water resiliency and long term planning for  
water resiliency. He encourages anyone who is interested in this  
topic to engage.  
Chair Graves announced that on January 26 at 5pm in Courthouse  
Square is the dedication ceremony for Unum.

5. STAFF UPDATES  
Community Engagement Coordinator Daniel Chaparro provided a  
recap of the January 19 inRESPONSE event that was held at Elsie  
Allen High School. He also provided an update on the District Town  
Halls potentially scheduled to begin in April 2023.  
He also announced that former Director of Community Engagement  
Magali Telles last day with the City of Santa Rosa was on January  
19, 2023. Administrative Analyst Danielle Garduno will be assisting  
with CAB until further notice.

6.1 BUS STOPS: AN ITERATIVE PROCESS

Attachments:  
Yuri Koslen, Transit Planner with the City of Santa Rosa  
Transportation and Public Works Department, provided the CAB  
with an overview of transit planning and framework as well as  
information on bus stops.  
CAB Members asked questions pertaining to services from the  
Transportation and Public Works Department. Transit Planner  
Yuri Koslen was able to provide feedback on those questions.

6.2 2022 Q4 COMMUNITY IMPROVEMENT GRANT APPLICATION  
SELECTIONS  
REPORT - COMMUNITY IMPROVEMENT GRANT PROGRAM 2022 Q4  
APPLICATIONS FOR FUNDING  
BACKGROUND: On October 1, 2022, the Community Advisory Board (CAB)  
released the 2022 Community Improvement Grant Application for Quarter 4 to  
the public. The application period closed on December 30, 2022. The CAB  
received one application eligible for funding, totaling $1690.80. The project is  
as follows:  
MMIW Ribbon Skirts (Maria Cardenas)  
RECOMMENDATION: The Office of Community Engagement recommends the  
CAB fund both project applications for this grant period

Member Diaz De Leon, to approve the grant application for funding. The

6.3 ISSUES OF CONCERN TO CITY RESIDENTS  
Member Inocencio mentioned that Civic Ready is not performing  
as well as Nixel was. In particular, during the recent rain people  
were reporting that the some of the messages were going to their  
spam folders and the website to sign up is only available in  
English.  
Chair Graves mentioned that there was a recent report that  
arrests were made at sideshows and that this would be a great  
opportunity for restorative justice being practices to be included  
in the response. She is concerned that all those arrested are  
young men of color.
