1. CALL TO ORDER AND ROLL CALL  
Chair Rogers called the meeting to order at 4:01 p.m.

February 7, 2024 - Regular Meeting Minutes - DRAFT  
Duane Dewitt shared gratitude that meeting minutes are kept for this  
subcommittee.  
The February 7, 2024 regular meeting minutes were approved as  
submitted.  
3. PUBLIC COMMENTS  
Duane Dewitt shared concern about possible changes in leadership  
on the City Council after the next election cycle and asked that there  
be a way to memorialize all the work that has been done on the  
Subcommittee so that their hard work is not undone. Voiced that  
more trees are needed to help the urban heat island.

5. NEW BUSINESS  
5.1  
SANTA ROSA ACTIVE TRANSPORTATION PLAN UPDATE  
The Santa Rosa Transportation and Public Works Department will  
provide an overview of the update to the 2018 Bicycle and Pedestrian  
Master Plan, which is being renamed the Active Transportation Plan  
(Plan). The Bicycle and Pedestrian Advisory Board will be the guiding  
advisory body for the Plan. It is anticipated that the Plan will be  
considered by the City Council in the Spring of 2025. The  
Subcommittee may discuss this item and give direction to staff.  
Torina Wilson, Transportation Planner, Transportation and Public  
Works presented and received feedback on the Santa Rosa Active  
Transportation Plan.  
Duane Dewitt shared a suggestion that a tour be done around the  
City to see traffic and how bicyclists have to navigate. Also,  
suggested going to West Ave. by Bayer Farm to do outreach, as  
well as the Veteran's Building during each locations weekly food  
drive.  
Celia Furber, Recology Sonoma Marin, spoke about the challenge  
of how to keep bike lanes swept.  
Public Commenter Anita shared that she uses bike lanes and that  
she feels fairly protected, especially along the bike trail that is  
parallel to the SMART train.  
5.2  
ZERO WASTE PROGRAM UPDATE  
City of Santa Rosa and Recology Sonoma Marin staff will provide an  
update to the Climate Action Subcommittee on the implementation and  
progress toward meeting the City of Santa Rosa’s Zero Waste Master  
Plan goals. The discussion will cover the 5 strategies outlined in the  
City’s Zero Waste Master Plan and progress thus far. The  
Subcommittee may discuss this item and give direction to staff.  
Renae Gundy, Acting Zero Waste Coordinator for Transportation  
and Public Works, and Celia Furber, Recology Sonoma Marin,  
presented, received feedback, and answered Subcommittee  
questions.

6.1  
UPCOMING CAS MEETING LIST - MARCH 2024  
Tasha Wright, Staff Liaison, presented the upcoming meetings lists  
and noted changes.  
7. ADJOURNMENT  
Chair Rogers adjourned the meeting at 4:55 p.m. The next Climate  
Action Subcommittee meeting is scheduled for April 3, 2024.
