Chair Galvin called the meeting to order at 10:04 a.m.

3. NEW BUSINESS  
3.1  
PROPOSED PROFESSIONAL SERVICES AGREEMENT WITH  
HAZEN AND SAWYER FOR ENGINEERING DESIGN RELATED TO  
THE LAGUNA TREATMENT PLANT ELECTRICAL  
INFRASTRUCTURE IMPROVEMENTS PROJECT  
The proposed professional services agreement provides engineering  
design services for the Laguna Treatment Plant electrical infrastructure  
improvements project. This project will implement recommendations  
presented under the Laguna Treatment Plant (LTP) Power Master Plan,  
updated January 18, 2023.  
A conditions-based risk assessment identified that much of the electrical  
infrastructure at LTP is at the end of its useful service life. This project  
will replace major assets within the electrical distribution system rated  
with a high probability of failure. It will also convert existing overhead  
power poles to underground thereby eliminating the need for  
specialized overhead line work crews and reduce damage from  
inclement weather and natural hazards. These critical improvements will  
provide reliable services into the future. The Capitol Projects  
EngineeringTeam proposes entering into a professional services  
agreement with Hazen and Sawyer to perform the work with a not to  
exceed amount of $2,555,847.00.  
Greg Dwyer, Associate Civil Engineer, presented and answered  
Board Member questions.  
Moved by Board Member Badenfort, seconded by Chair Galvin to  
recommend the Board of Public Utilities approve a Professional  
Services Agreement with Hazen and Sawyer to provide engineering  
design services for the Laguna Treatment Plant Electrical  
Infrastructure Improvements Project.  
Motion was approved unanimously with Board Member Grabill  
absent.
