8. CITY MANAGER’S/CITY ATTORNEY’S REPORTS  
City Manager Sean McGlynn provided a brief report on: The Office  
of Community Engagement secured three grants, totaling $30,000  
have been for the 2019 launch of their Neighborfest Pilot Program;  
The Temporary Fire Station 5 is scheduled to open on Friday,  
December 21st at 3480 Parkerhill Road; Santa Rosa was selected  
by the Council of Infill Builders to receive the 2018 Community Infill  
Champion Award for leadership above and beyond in rebuilding and  
building a vibrant and resilient City; and announced that Kim Nadeau,  
Parking Manager, won the statewide California Parking  
Professionals Association (CPPA) award for Parking Professional  
of the Year.

RESOLUTION NO. RES-2018-219 ENTITLED: RESOLUTION OF THE

F001625 WITH ERNST & YOUNG, LLP, SAN FRANCISCO, CA  
RESOLUTION - AMENDMENT TO THE MEASURE O (VIOLENCE  
PREVENTION) IMPLEMENTATION PLAN FOR POLICE  
RECOMMENDATION: It is recommended by the Finance and Police  
Department and the Measure O Citizens Oversight Committee that the  
Council amend, by resolution, the Transaction and Use Tax  
Implementation Plan to appropriate $390,282 of the Measure O Police  
fund reserves in Fiscal Year 2018/19 to purchase and install a dispatch  
console system.  
This Consent - Resolution was adopted.  
RESOLUTION NO. RES-2018-220 ENTITLED: RESOLUTION OF THE  
COUNCIL OF THE CITY OF SANTA ROSA AMENDING THE TRANSACTION  
AND USE TAX IMPLEMENTATION PLAN FOR THE POLICE DEPARTMENT  
RESOLUTION - APPROVAL OF AGREEMENT WITH MOTOROLA  
SOLUTIONS INC. TO PURCHASE AND INSTALL A DISPATCH  
CONSOLE SYSTEM; AND APPROPRIATION OF $390,282 FROM

RESOLUTION NO. RES-2018-223 ENTITLED: RESOLUTION OF THE

THE ADVISORY BOARD FOR THE SANTA ROSA TOURISM BUSINESS  
IMPROVEMENT AREA

RESOLUTION - APPROVAL OF PURCHASE ORDER 158133 -  
STREET LIGHT POLES AND ACCESSORIES  
RECOMMENDATION: It is recommended by the Transportation and  
Public Works (TPW) and the Finance Departments that the Council, by  
resolution, approves Purchase Order (PO) 158133 with Azco Supply  
Inc., Stockton, California, for the acquisition of two-hundred (200) street  
light poles and accessories in the amount of $205,790.06. Funds for  
this expense have been appropriated in the Fiscal Year 2018-19 budget  
within the Transportation and Public Works Department. This is a  
onetime purchase subject to reimbursement from FEMA for disaster  
related expenditures.

PUBLIC HEARING - ONE-TIME 12 MONTH TENTATIVE MAP  
EXTENSION  
BACKGROUND: Beginning on the evening of October 8, 2017, and  
continuing for days thereafter, a series of wildfire events damaged or  
destroyed thousands of residential and commercial structures within the  
City of Santa Rosa. On October 9, 2017, the City Manager, in his  
capacity as Director of Emergency Services, proclaimed the existence  
of local emergency in the City, which proclamation was ratified by the  
City Council on October 13, 2017. Prior to the wildfires, the Council  
had identified “housing for all” as a priority due to the City’s ongoing,  
unmet housing needs. As a result of both the devastation of the  
wildfires and the previously existing significant shortage of housing, the  
Council has stated the need for measures to address housing Citywide.  
The proposed ordinance to add a one-time, automatic, 12-month  
extension for tentative maps and associated entitlements was prepared  
to facilitate the urgent housing need. The draft ordinance was  
unanimously recommended for approval by the Planning Commission  
on November 29, 2018.  
RECOMMENDATION: It is recommended by the Planning Commission  
and the Planning and Economic Development Department that the City  
Council, introduce an ordinance amending City Code Chapter 20-16,  
Resilient City Development Measures, to add a one-time, automatic,  
12-month extension to approved tentative maps and associated  
entitlements, to address housing needs within the City following the  
Tubbs and Nuns fires of October 2017.  
Presented by Amy Nicholson, City Planner, Planning and Economic  
Development.  
Seeing no one wishing to speak, Mayor Coursey opened and closed

RECOMMENDATION: It is recommended by the City Clerk that the  
Council, by resolution, declare the results of the Consolidated General  
Municipal Election held on Tuesday, November 6, 2018, for (1) the  
election of John Sawyer for District 2 of the City Council, the election of  
Victoria Fleming for District 4 of the City Council, and the election of  
Tom Schwedhelm for District 6 of the City Council, each for a full term  
of four years; (2) City of Santa Rosa Measure O relating to the Sales

Rogers accepted to serve as Vice Mayor.
