1. CALL TO ORDER AND ROLL CALL  
Chair Galvin called the meeting of the Board of Public Utilities to  
order at approximately 1:30 p.m.

Board member Badenfort stated that she would be abstaining from  
the acceptance of the mintues of November 1, 2018 because she  
was absent from the meeting.

AGRICULTURE USER GROUP UPDATE  
Staff will provide an update on the work being performed with the  
Agricultural User Group. City Staff and the Agricultural User Group have  
been working together to provide agricultural users the ability to  
participate in the rate setting process and provide feedback on the  
recycled water use program. The update will include the information  
that has been previously shared with the group and ongoing  
discussions. The Board may discuss this item and give direction to staff.

PRODUCER RESPONSIBILITY LEGISLATION FOR UNUSED  
MEDICINES AND SHARPS - WHAT PASSAGE OF SB 212 MEANS  
FOR SANTA ROSA REGIONAL WATER REUSE SYSTEM  
In September 2018, California Governor Jerry Brown signed Senate Bill  
212, the first state law in the nation requiring producers of medications  
and sharps to design, operate and fund a safe and convenient  
collection program for both home generated needles and unused  
medications. The Extended Producer Responsibility legislation was the  
result of unsuccessful efforts to work with the pharmaceutical industry  
on issues regarding the disposal of unused medications. Subsequently,  
a number of local safe medicine disposal ordinances were developed  
throughout the state which spurred the development of the proposed  
statewide legislation SB 212. This presentation will address how the  
adoption of SB 212 will affect the City's current Safe Medicine Disposal  
Program and discuss interim measures prior to full implementation of  
the new extended producer responsibility requirements. The Board may  
discuss this item and give direction to staff.

12. BOARD MEMBER REPORTS  
Molly MacLean, Assistant City Attorney reported on the recent  
ACWA conference that she attended and provided an update on a  
number of bills that are were passed during the last legislative  
session.  
Board member Dowd reported that he had an ex parte meeting  
regarding the proposed compost facility and made a motion for staff  
to bring an update to the full Board on this project. The motion was  
seconded by Board member Badenfort.  
13. DIRECTORS REPORTS  
Joe Schiavone, Acting Director reported on various department  
activities and announced that Rita Miller would be retiring on  
December 27, 2018.  
Rita Miller, Deputy Director Environmental Services thanked the  
Board for their environmental stewardship.  
14. ADJOURNMENT OF MEETING  
The meeting was adjourned at approximately 3:10 p.m. in honor of  
Rita Miller. The next regularly scheduled meeting of the Board of  
Public Utilities will be held on January 17, 2018.
