WATER SUPPLY AND RECYCLED WATER SUPPLY UPDATE  
Staff will update the Board on water supply and recycled water supply  
issues. The Board may discuss this item and give direction to staff.

UPDATE REGARDING REGIONAL ORGANICS PROCESSING  
FACILITY  
The City of Santa Rosa, Zero Waste Sonoma (ZWS), and Renewable  
Sonoma have an interest in understanding if the city property near the  
City's Laguna Treatment Plant (LTP) can provide a future home to an  
in-county, Regional Organics Processing Facility. Both the City and  
ZWS have agreed to negotiation with Renewable Sonoma regarding  
such a facility. The City has entered into an exclusive negotiation  
agreement with Renewable Sonoma for the potential lease of property  
near the LTP. Staff will provide an update regarding the status.

REPORT - PROJECT WORK ORDER APPROVAL - PROFESSIONAL  
ENGINEERING SERVICES WITH WOODARD AND CURRAN FOR  
TEMPORARY FLOW MONITORING, SEWER INSPECTION AND  
CONDITION ASSESSMENT, SANITARY SEWER SYSTEM MASTER  
PLAN UPDATE, AND ONGOING SEWER SYSTEM MODELING  
BACKGROUND: The City of Santa Rosa Water Department conducts  
master planning studies for water and sewer infrastructure  
approximately every five years. The City’s latest Sanitary Sewer Master  
Plan (SSMPU) was developed in 2014 and is due for an update. Water  
Department engineering staff issued a Request for Proposals (RPF) on  
August 1, 2019 and Woodard and Curran was selected as the most  
qualified consultant. The 2020 SSMPU will be used to develop  
recommendations and project priorities for the Capital Improvement  
Program (CIP), as appropriate. In addition, work completed under this  
project will provide necessary sewer inspection data for fulfillment of the  
California River Watch Settlement Agreement, as well as provide  
feedback on conformance of City performed sewer inspections with  
industry standards.  
RECOMMENDATION: It is recommended by the Water Department that  
the Board of Public Utilities (BPU), by motion, approve Project Work  
Order (PWO) No. A010215-2017-05 with Woodard and Curran, a Maine  
corporation, to provide professional engineering services for Temporary  
Sewer Flow Monitoring, Sewer Inspection and Condition Assessment,  
Sanitary Sewer System Master Plan Update, and Ongoing Sewer  
System Modeling in the amount not to exceed $2,133,308.00.

A motion was made by Board Member Dowd, seconded by Board Member  
Grabill to approve Project Work Order (PWO) No. A010215-2017-05 with  
Woodard and Curran, a Maine corporation, to provide professional  
engineering services for Temporary Sewer Flow Monitoring, Sewer  
Inspection and Condition Assessment, Sanitary Sewer System Master Plan  
Update, and Ongoing Sewer System Modeling in the amount not to exceed  
$2,133,308.00. The motion carried by the following vote:

Sean McNeil, Deputy Director Environmental Services reported that  
Santa Rosa Water received the American Council of Engineering  
Companies North Coast Chapter as the 2019 Infrastructure Public  
Owner of the Year award for the work that went into restoring water  
quality to the fire damaged neighborhoods of Fountaingrove  
following the 2017 Tubbs Fire. In addition, the department received  
Certificates of Special Congressional Recognition from  
Congressman Jared Huffman and Congressman Mike Thompson,  
as well as a certificate of recognition from the California State  
Assembly. He also reported that the Red Flag Warning was  
cancelled at 3:15 a.m. this morning and after the all clear from  
PG&E, all power had been restored to water facilities. Finally,  
he thanked all of the staff that participated in the Emergency  
Operation Centers during the recent Public Safety Power Shutoff  
events.  
14. ADJOURNMENT OF MEETING  
Chair Galvin adjourned the meeting at 2:40 p.m. The next regular  
schedule meeting of the Board of Public Utilities will be held on  
January 16, 2020.
