OPTIONS IN AMBULANCE SERVICE DELIVERY  
It is recommended by the Fire Department that the Council hold a study  
session to receive a report on the current state of the ambulance  
exclusive operating area (EOA) request for proposals, and on the  
current and anticipated options for ambulance service delivery in Santa  
Rosa.

informed Council that County staff was available to answer

PUBLIC COMMENT  
John (inaudible), Regional Director for American Medical Response  
in Sonoma County (AMR), spoke on the concerns of AMR on the  
accuracy of information in the public model, and the City having  
access to all vehicles on the road that are provided on a monthly  
report. He answered questions from Council.  
Matt Coxson, Assistant Chief Shop Steward for United Emergency  
Medical Service Workers (UEMSW) Local 4911, spoke on providing  
911 services to Santa Rosa, Sebastopol, Rohnert Park, Cotati,  
Kenwood, Oakmont, in support for AMR, and in opposition to the bid  
by Sonoma County Fire Department to take over the ambulance  
transport contract.

ONE-TIME MONIES  
At the October 26, 2021 study session, the Council received a  
presentation on potential programs using $34.4 million of American  
Rescue Plan Act (ARPA) funds and the remaining $7 million of PG&E  
settlement funds. The Council provided feedback to staff to either  
return with more information, or to find ways to redirect funding to  
projects initially not receiving funding.

PUBLIC COMMENT  
Mr. Morales spoke on working with the youth in Roseland, a petition  
being submitted to reject the cannabis dispensary at the old  
Roseland University Prep campus, and asked Council to earmark  
the site for a library in Roseland.  
Angie Dillon-Shore, First 5 Sonoma County, spoke in support of  
mitigating the impact of the pandemic, to leverage ARPA funds for  
the greatest impact in the community, and build on the upstream  
investment for children.  
Gregory Fearon echoed the comments of Ms. Dillon-Shore and  
spoke on the need for the City to collaborate with the County for the  
greatest impact.  
Peter Rumble, Director Santa Rosa Metro Chamber of Commerce,  
spoke on the need to support small businesses, children's  
programs, and for the development of a down payment assistance  
program to help families stay in Santa Rosa.  
April spoke asking if the presentation was available to the public, in  
opposition to the cannabis dispensary in Roseland, and in support  
for a public library and cultural center.  
Daysi spoke in opposition of the cannabis dispensary in Roseland,  
in support of ARPA funds being used for education, child care,  
cultural programs and a community center.  
Rafael Vazquez, representing Movimiento Estudiantil Chicano de  
Aztlán (MEChA), spoke in opposition to the cannabis dispensary in  
Roseland, in support of and the need for a cultural center in the area  
with Santa Rosa Junior College and Sonoma State University to  
have an opportunity to provide classes at the facility.  
Duane De Witt submitted comment on the need to have forums for  
the taxpayers to provide input on what they want for their community.

COVID-19 RESPONSE UPDATE

Interim City Manager Jeff Kolin provided an update on COVID 19  
deaths in the county, the monitoring of the new Omicron variant, and  
reported public health officials are reminding the public that vaccines  
are the best way through the pandemic, all residents aged five and  
older can receive a vaccine, and those aged 18 years and older can  
receive a booster.

Council Member Schwedhelm reported he attended Winter Nights  
Festival in Courthouse Square.  
Council Member Tibbetts announced he will be leaving the meeting  
at 6:00 p.m. for a work related meeting and will be returning to the  
Council meeting afterwards.  
Council Member Fleming reported she attended the Winter Nights  
Festival in Courthouse Square, announced November 30 as the  
sixth night of Hanukkah, and the Public Safety Subcommittee  
meeting will be held on December 8 at 9:00 a.m.

panels of the original Ruth Asawa art panels and installing them on the  
new fountain being constructed in Old Courthouse Square; 3)  
appropriate $300,000 from the PG&E settlement funds to Public Art  
project; and 4) approve a Professional Services Agreement with  
Artworks Foundry LLC in the amount of $276,700, including a $23,300

Roseland, and on infrastructure not keeping up with the

REPORT - PROFESSIONAL SERVICES AGREEMENT WITH OIR  
GROUP LLC, INDEPENDENT AUDITOR TO REVIEW THE POLICE  
DEPARTMENT  
BACKGROUND: OIR Group LLC, as the Independent Police Auditor,  
will report directly to the City Manager and will review Santa Rosa  
Police Department internal investigations, conduct audits of policies,  
practices and records, conduct community outreach, and will, annually,  
prepare a written report and give a presentation to the Public Safety  
Subcommittee and City Council.  
RECOMMENDATION: It is recommended by the City Manager’s Office  
that the Council, by resolution, approve the Professional Services  
Agreement with OIR Group LLC in an amount not to exceed $270,000  
over three years.

PUBLIC COMMENT  
Evan spoke on credibility needing trust, the community being  
disappointed in OIR's previous report, and concern the process to  
hire the auditor was flawed.  
Jim Duffy, Rohnert Park resident, spoke on the contract, concern  
the Police Chief's Community Ambassador's Team is unlawful and  
asked Council to remove reference to it in the contract and establish  
a legitimate community body for independent oversight.  
Kathleen spoke on the need to revisit the structure, suggested  
quarterly reports be submitted by OIR to the Council and City  
Manager, and her concern there is a conflict built in when an  
advisory body has been appointed by the Chief of Police.  
Lee spoke in support of a completely independent community  
review committee, and the auditor not being appointed by police.  
Kelsey spoke on the need to change the Chief's advisory board and  
for Council not to adopt the contract until that is done.  
Michael Titone spoke on his disappointment that OIR was the firm  
being awarded the contract, and that trust will not be repaired by  
hiring OIR.  
Duane De Witt submitted comment in opposition to hiring OIR as  
the independent auditor.  
Alegra submitted comment asking for more community input before  
awarding the contract to OIR.

PUBLIC HEARING - AMENDED 2020 WATER SHORTAGE  
CONTINGENCY PLAN  
BACKGROUND: In conformance with the Urban Water Management  
Planning Act (Act), the City of Santa Rosa prepared its 2020 Urban  
Water Management Plan (UWMP) and its 2020 Water Shortage  
Contingency Plan (Shortage Plan). Both documents were adopted by  
City Council on June 8, 2021 and submitted to the State Department of  
Water Resources on June 30, 2021. State law allows each water  
supplier to amend its Shortage Plan independent of the UWMP. The  
City wishes to amend the 2020 Shortage Plan to revise the Excess Use  
Penalty structure that applies in severe stages of shortage and change  
the water demand offset requirements that apply to new construction  
when water is being allocated for existing customers. The Council will  
be considering adoption of the Amended 2020 Water Shortage  
Contingency Plan.  
RECOMMENDATION: It is recommended by the Board of Public  
Utilities and Santa Rosa Water that the Council, by resolution: 1) adopt  
the Amended 2020 Water Shortage Contingency Plan; and 2) introduce  
an ordinance approving revisions to the Excess Use Penalty structure  
set forth in Section 14-04.015 of the City Code.

PUBLIC HEARING - WATER DEMAND OFFSET POLICY, FEE  
STUDY, AND FEES  
BACKGROUND: The City of Santa Rosa is required by California State  
Law to prepare an Urban Water Management Plan (UWMP) and Water  
Shortage Contingency Plan (Shortage Plan) every five years to assess  
the adequacy and reliability of water supplies for current and future  
needs as well as plan for and detail how the City will respond to various  
levels of water supply shortage. Staff will present the Water Demand  
Offset (WDO) Policy, 2021 WDO Fee Study, and WDO Fees which  
have been developed to implement the City’s Shortage Plan  
requirement that new construction must offset water demand during  
water shortage emergencies that require very restrictive water  
allocations (water rationing) by the City’s existing customers.  
RECOMMENDATION: It is recommended by the Board of Public  
Utilities and Santa Rosa Water that the Council, by resolution: 1) adopt  
the Water Demand Offset Policy; 2) adopt the 2021 Water Demand  
Offset Fee Study; 3) adopt the Water Demand Offset Fees; and 4)  
authorize the Water Demand Offset Fees to be adjusted on an annual  
basis to account for inflation at the beginning of the calendar year  
(January 1) starting in 2023, using the Engineering News Record’s  
20-Cities Construction Cost Index; and it is further recommended by the  
Board of Public Utilities that the Council consider a General Fund  
subsidy to offset the Water Demand Offset Fee for affordable housing  
projects.

Cal Weeks, Policy Director Generation Housing, spoke on concerns  
the policy and fees interfere with Council's housing priorities  
concerning housing, homelessness, and equity especially, and the  
impact it will have for communities of color.  
Jen Klose, Executive Director Generation Housing, spoke on  
concerns this contradicts Council's priority on housing, asked that  
this decision be postponed and for Council to direct staff to come  
back with other programs.  
Ananda Sweet, Santa Rosa Metro Chamber of Commerce, spoke  
on appreciating the information on drought impact, in opposition to  
the offset policy and fees, concern it contradicts the city's housing  
needs and Council's priorities and goals.

additional information that includes a list of all options, makes the fee study  
information more visible for the public and Council, ways to address the  
impact on new development including but not limited to demand offset  
fees, increased excessive use fee, and a moratorium or any other options

PUBLIC HEARING - ADOPT THE SONOMA COUNTY  
MULTIJURISDICTIONAL HAZARD MITIGATION PLAN AND UPDATE  
THE CITY’S EXISTING LOCAL HAZARD MITIGATION PLAN  
BACKGROUND: Hazard mitigation is the use of long-term and  
short-term policies, programs, projects, and other activities to reduce or  
alleviate the loss of life, personal injury, and damage to property and  
natural systems that can result from a disaster.  
The City participated in a Multijurisdictional Hazard Mitigation Plan  
(MJHMP) planning process to increase collaboration around hazard  
mitigation planning and to serve as a five-year update to the City’s  
existing Local Hazard Mitigation Plan (LHMP) which expires on January  
10, 2022.  
The MJHMP includes two volumes. Volume 1 contents apply to all  
participating partners and Sonoma County in its entirety. Volume 2  
includes an Annex, or chapter, for each of the participating local  
agencies and special districts. The City of Santa Rosa Annex  
addresses City-specific vulnerabilities to natural hazards such as  
earthquake, flood, and wildfire and includes mitigation action items to  
minimize the effect these natural hazards have on people, property, and  
natural systems. The City’s Annex updates the City’s current LHMP and  
incorporates all actionable items included in the City’s Community  
Wildlife Protection Plan.  
RECOMMENDATION: It is recommended by the Planning and  
Economic Development and Fire Departments that the Council, by  
resolution: 1) adopt Volume 1 of the Sonoma County Multijurisdictional  
Hazard Mitigation plan, dated October 2021; and 2) update the Local  
Hazard Mitigation Plan by adopting the City of Santa Rosa Annex to  
Volume 2 of the Sonoma County Multijurisdictional Hazard Mitigation  
Plan, dated October 2021, and the Appendices to Volume 2 of the  
Sonoma County Multijurisdictional Hazard Mitigation Plan, dated  
October 2021.

REPORT - DIRECTION TO SANTA ROSA PLAIN GROUNDWATER  
SUSTAINABILITY AGENCY BOARD MEMBER REGARDING  
ADOPTION OF THE GROUNDWATER SUSTAINABILITY PLAN FOR  
THE SANTA ROSA PLAIN SUBBASIN  
BACKGROUND: The Sustainable Groundwater Management Act  
requires that the Santa Rosa Plain Groundwater Sustainability Agency  
(SRP GSA), comprised of the Cities of Cotati, Rohnert Park, Santa  
Rosa, and Sebastopol, the Town of Windsor, the County of Sonoma,  
Sonoma Water, the Gold Ridge and Sonoma Resource Conservation  
Districts, and a group of independently owned water systems, adopt  
and submit a Groundwater Sustainability Plan (GSP) by January 31,  
2022. The GSP, released for a 30-day public review on October 1,  
2021, is now finalized and proposed for adoption at a public hearing of  
the SRP GSA scheduled for December 9, 2021. The Board of Public  
Utilities and Santa Rosa Water staff are requesting the Council provide  
direction to the City’s SRP GSA Board Member, Councilmember  
Schwedhelm, regarding adoption of the GSP at that public hearing.  
RECOMMENDATION: It is recommended by the Board of Public  
Utilities and Santa Rosa Water that the Council, by motion, recommend  
that the City’s representative on the Board of Directors for the Santa  
Rosa Plain Groundwater Sustainability Agency support adoption of the  
Santa Rosa Plain Groundwater Sustainability Plan at the Santa Rosa  
Plain Groundwater Sustainability Agency December 9, 2021 Public  
Hearing.
