overview of the budget process timeline and anticipated trends for the  
coming year.

REPORT - EXTENSION OF THE LEASE BETWEEN THE HOUSING  
AUTHORITY OF THE CITY OF SANTA ROSA AND SOUTHWEST  
COMMUNITY HEALTH CENTER FOR 983 SONOMA AVENUE  
BACKGROUND: In 2010, the Housing Authority approved Resolution  
No. 1496 approving a lease with Southwest Community Health Center  
(doing business as Santa Rosa Community Health (SRCH)) for a term  
of ten (10) years. The lease commenced on April 1, 2011 and expires  
on March 31, 2021. SCHC desires to extend the term of the lease and  
continue operation of the Brookwood Health Center at the current  
location. The parties have agreed on a two (2) year extension, with the  
option for two (2) additional, one (1) year extensions; all other lease  
terms remain the same.  
RECOMMENDATION: It is recommended by the Department of Housing  
and Community Services that the Housing Authority, by resolution,  
approve an extension to the lease between the Housing Authority and  
Southwest Community Health Center and authorize the Executive  
Director to sign, subject to approval by the General Counsel of the  
Housing Authority, that extends the lease for two (2) years with the  
option to enter into two (2) additional, one (1) year extensions with all  
other terms remaining the same.

to approve as submitted and adopt:  
RESOLUTION NO. 1711 ENTITLED: RESOLUTION OF THE HOUSING  
AUTHORITY OF THE CITY OF SANTA ROSA AUTHORIZING A TWO-YEAR  
EXTENSION OF THE LEASE BETWEEN THE HOUSING AUTHORITY OF  
THE CITY OF SANTA ROSA AND SOUTHWEST COMMUNITY HEALTH  
CENTERS (DOING BUSINESS AS SANTA ROSA COMMUNITY HEALTH  
CENTERS) FOR 983 SONOMA AVENUE.  
The motion carried by the following vote:

REPORT - COMMITMENT OF REHABILITATION FUNDS FOR  
HEARN HOUSE, LOCATED AT 2149 HEARN AVENUE  
BACKGROUND: Community Housing Sonoma County submitted an  
application requesting $77,498 in rehabilitation funds for bathroom  
emergency repairs of Hearn House, located at 2149 Hearn Avenue, a  
15-bed transitional housing facility for homeless veterans seeking drug  
and alcohol treatment. The main bathroom developed a leak beneath  
the shower floor causing damage and needed repairs to related areas  
such as; shower, floor, subfloor, and walls.  
RECOMMENDATION: It is recommend by the Housing and Community  
Services Department that the Housing Authority, by resolution, approve  
a commitment of rehabilitation funds necessary for emergency bathroom  
repairs in the amount of $77,498 to Community Housing Sonoma  
County for Hearn House, a 15-bed transitional housing facility for  
homeless veterans seeking drug and alcohol treatment.  
Angela Morgan, Program Specialist for Housing and Community  
Services, gave an update and answered Commissioner's questions.  
PUBLIC COMMENT  
George M commented on the cost of the renovation and repairs. He  
questioned the vetting of the entity doing the repairs, stating that the  
cost was too high.  
A motion was made by Vice Chair Test, seconded by Commissioner  
Downey Ph. D to approve as submitted and adopt:  
RESOLUTION NO. 1712 ENTITLED: RESOLUTION OF THE HOUSING  
AUTHORITY OF THE CITY OF SANTA ROSA APPROVING A CONDITIONAL  
COMMITMENT OF REHABILITATION FUNDS NECESSARY FOR  
EMERGENCY REPAIRS OF HEARN HOUSE, LOCATED AT 2149 HEARN  
AVENUE; LOAN Nos 9933-3315-21 and 9933-3325-21.  
The motion carried by the following vote:
