1. CALL TO ORDER AND ROLL CALL

Jennifer Burke, Chair, called the meeting to order at 8:05 a.m.

City of Rohnert Park joined at 8:06 a.m.

ADVISORY COMMITTEE FINDING PROCLAIMED STATE OF EMERGENCY

AND THAT MEETING IN PERSON WOULD PRESENT IMMINENT RISKS TO THE

HEALTH OR SAFETY OF ATTENDEES, AND AUTHORIZING MEETINGS BY

TELECONFERENCE OF LEGISLATIVE BODIES

Moved by City of Rohnert Park (Gaffney), seconded by City of Cotati

(Scott). Approved by City of Santa Rosa, City of Cotati, City of Rohnert

Park and City of Sebastopol (Sonoma Water absent).

The minutes for March 29, 2021 and April 1, 2021 were accepted

as submitted.

5. NEW BUSINESS

PRESENTATION - FISCAL YEAR 2020/21 FINANCIAL UPDATE

Nick Harvey, Administrative Analyst

Nick Harvey, Administrative Analyst, provided a year-end review of

the FY 2020/21 Regional budget, including O&M and CIP highlights,

key takeaways from the prior fiscal year and next steps and

considerations for the current fiscal year.

PRESENTATION - REGIONAL OPERATIONS DIVISION UPDATE

Emma Walton, Deputy Director - Water Reuse

Emma Walton, Deputy Director - Water Reuse, provided an update

for the Regional Operations Division. Information was provided on

recycled water production, deliveries and storage. An update was

provided on the Regional Organics Processing Facility. Deputy

Director Walton also highlighted three upcoming projects at the

Laguna Treatment Plant, including Belt Press Rehabilitation, Flow

Equalization Return Pumps Replacement and Activated Sludge

Aeration Piping Replacement.

PRESENTATION - ENVIRONMENTAL SERVICES DIVISION UPDATE

Sean McNeil, Deputy Director - Environmental Services

Sean McNeil, Deputy Director - Environmental Services, provided an

update on the Environmental Services Division. Information was

provided on the recent analysis and evaluation of the Trucked

Waste Program and on the monitoring, sampling and analysis of

PFAS Forever Chemicals. Deputy Director McNeil reported staff

has negotiated changes to the Water Quality Trading Framework

and a Regional Board hearing is scheduled for early December.

Subregional Wastewater Technical Advisory Committee, the

meeting adjourned at 8:49 a.m.
